Key Responsibilities:
To lead and govern the development, implementation, and continuous improvement of HR systems, standards, and governance frameworks by ensuring that all HR policies, procedures, systems, data and reports are compliant with regulatory requirements, aligned with corporate governance, financially sound, and analytically reliable. The HRSS Manager serves as the central authority for HR compliance, systems integrity, audit readiness, and HR data governance, enabling HRTO and Management to make informed, defensible, and compliant people-related decisions.
Principal Duties and Responsibilities
* Establish and maintain HR governance frameworks, standards, and controls.
* Ensure full compliance with labor, health, IMS, and regulatory requirements.
* Provide governance over PS costs and HR-related financial submissions.
* Oversee HRTO budget planning and utilization monitoring.
* Own and govern HR systems and digital HR solutions.
* Serve as HRTO lead for all audit engagements.
* Provide accurate, timely, and decision-oriented HR reports.
* Continuously improve HR processes and controls.
* Ensure alignment with key corporate partners.
* Build and manage a high-performing HRSS team
Requirements:
Candidate must possess the following qualifications and experience:
* Bachelor's Degree preferably in Human Resources, Psychology, Industrial Relations, Business Administration, Management, Accounting, Information System, or any related field.
* Master's Degree in Human Resource Management, Business Administration (MBA), Public Administration, or Information System is an advantage.
* HR Governance, Compliance, and Ethical Practice
* HR Systems, Digital Enablement, and Data Integrity
* Regulatory, Financial, and PS Cost Acumen
* Audit, Risk, and Control Management
* Data Analytics and Critical Evaluation
* Communication, Consultation, and Executive Reporting
* Process Design, Standardization, and Change Management
Applicable License / Certification (preferred but not mandatory)
* Certified Human Resources Professional
Certification or formal training in
* HRIS or Systems Implementation
* Data Analytics / Business Intelligence
* Internal Audit, Compliance, or Risk Management
* ISO/IMS
* Basic training on Data Privacy Act compliance is an advantage
Professional Experience
* At least 5 years of solid experience in Human Resources
* At least 3 years in supervisory or managerial capacity
