Glen Innes Severn Council is seeking an experienced and motivated leader to oversee the delivery, regulation and continuous improvement of our waste, biosecurity, priority weeds and companion animal management services. This is a key leadership role supporting environmental sustainability, community safety and public amenity across our region.

As Manager Sustainability & Animal Services, you will lead a multidisciplinary team delivering essential regulatory and operational services that directly impact environmental health, sustainable land use and community wellbeing. You'll oversee waste and resource recovery operations, biosecurity and priority weed programs, and companion animal management—ensuring Council meets its statutory obligations while delivering contemporary, community‐focused services.
Your leadership will help shape sustainable outcomes, protect local environments and support a safe, healthy and resilient community.
Your Key Responsibilities
* Provide strategic leadership across waste, biosecurity, priority weeds and companion animal management services.
* Lead the planning, delivery and improvement of waste and resource recovery operations, including collection contracts, transfer stations, landfills and waste education.
* Oversee biosecurity and priority weed programs in accordance with the NSW Biosecurity Act, ensuring effective inspection, compliance and education activities.
* Manage companion animal services under the Companion Animals Act, supporting community safety and responsible pet ownership.
* Develop and manage budgets, procurement processes and contracts.
* Ensure compliance with NSW legislation, regulations, and Council policies.
* Build strong relationships with landholders, community groups, contractors, State agencies and regional partners.
* Provide accurate reporting and professional advice to senior management and Council.
What You Bring
* Relevant professional experience with demonstrated capability to perform the requirements of the role.
* Experience leading teams and delivering strategic and operational outcomes in waste and resource recovery, with exposure to biosecurity, priority weeds and/or companion animal management.
* Strong knowledge of NSW legislation relating to waste, biosecurity, priority weeds, companion animals and local government operations.
* Proven leadership and people management capability, including building high‐performing teams and managing change.
* Financial, procurement, project, and contract management experience.
* Highly developed written and verbal communication skills.
* Current Class C Driver Licence.
* Qualifications in environmental science, waste management, natural resource management, local government or related fields.
* Experience managing biosecurity and priority weed programs in rural or regional settings.
* Experience delivering waste and resource recovery services across diverse geographic areas.
* Knowledge of contemporary best practice in sustainability, resource recovery and regulatory service delivery.
* Experience working collaboratively with State agencies and regional partnerships.
