**The Role**
As APS6/EL1 capability/policy analyst within the Naval Shipbuilding and Sustainment (NSS) Enterprise Governance and Management Branch is accountable, under broad direction to perform and achieve policy, governance and strategic management outcomes.

The Branch works closely with our key stakeholders in Navy, in the Departments of Prime Minister and Cabinet and Finance, as well as within the NSS Group to deliver on key strategic priorities in support of the program of naval shipbuilding and sustainment.

A Capability/Policy Analyst will have considerable level of strategic awareness and stakeholder engagement and will liaise with both internal and external stakeholders in relation to complex issues. They will be required to identify, anticipate and respond to stakeholder needs and expectations to achieve Defence outcomes.

**About our Team**

The Branch is a dynamic and operates at the strategic centre of the Enterprise Headquarters, delivering across multiple streams of work including:

- Governance and reporting including the development of cabinet submissions and the reporting of achievements.
- Managing Commercial arrangements, including the management of the Naval Shipbuilding College Contract and the Maritime Insurance Program.
- Establishing continuous naval shipbuilding enablers as a program under the Defence capability program architecture.
- Coordination of ministerial and parliamentary enquiries for the Naval Shipbuilding and Sustainment Group
- Management of the Group operating budget for the Naval Shipbuilding and Sustainment Group
- Strategic management of the internal and external narrative for naval shipbuilding and sustainment and continuous naval shipbuilding.
- Development and delivery of an overarching data and digital strategy for the maritime domain.

APS 6 - Capability Analyst or Strategic and International Policy Officer
- Interpret, draft and review policy and procedural directions within specialist area.
- Contribute to the planning and implementation of wider agency policies and objectives.
- Assist with drafting policy documents for review and publication.
- Review and analyse maritime capability proposals including schedule, cost and risks.
- Prepare draft reports, briefing papers, speeches, Ministerial correspondence and discussion papers for review by Executive level employees.
- Develop draft policy advice for presentation to the Minister or Executive.
- Liaise with internal and external stakeholders, participate in committees and forums.
- Conduct research and analysis activities in support of new policy.

EL1 - Capability Analyst or Strategic and International Policy Officer
- Lead a team to engage with a complex network of stakeholders to Interpret, draft and review policy and procedural directions within specialist area.
- Contribute to the planning and implementation of wider agency policies and objectives.
- Draft policy documents for review and publication.
- Conduct strategic analysis of maritime capability proposals including schedule, cost and risks.
- Prepare draft reports, briefing papers, speeches, Ministerial correspondence and discussion papers for review by Executive level employees.
- Provide expert advice on more complex areas of policy.
- Develop policy advice for presentation to the Minister/s or Senior Executive.
- Liaise with internal and external stakeholders, participate in committees and forums.
- Conduct research and analysis activities in support of new policy.
