Position overview
The Developer – Water Sector plays an integral part in the Bureau\'s Water Markets Reform program, aiming to improve trust and transparency in water trading across the Murray–Darling Basin. A key responsibility is to develop digital platforms that facilitate the collection and sharing of national water information. The Developer – Water Sector will support the transition of program responsibilities into BAU operations of the Water Regulations and Standards section and to the Data and Digital Group (DDG). The role focuses on the Bureau\'s water systems and requires full stack proficiency with strong AWS cloud and applications experience to maintain alignment with evolving Water Act, Water Regulations and Water Market Data Standards. This involves industry consultation, regular release cycles and industry-wide regression testing. Given the critical nature of the systems for regulatory functions, the ability to understand the regulatory framework and industry, and to operate with high reliability and professionalism is required.
Role responsibilities
Contribute to the design and development of significant elements of new solutions, web applications, web services, APIs and databases, with transparent documentation.
Be a key part of delivery teams to uplift legacy systems and develop integrated digital water solutions incorporating AWS cloud.
Collaborate with DevOps and Test specialists to ensure CI/CD and testing are performed according to standards.
Take responsibility for performance, quality and testability of code produced.
Collaborate with internal teams and external partners to understand deliverables, provide status updates and conduct integrated testing.
Provide ongoing maintenance of the water applications suite.
Communicate concepts and deliver showcases to technical and business stakeholders.
Demonstrate commitment to APS Values, Employment Principles, Code of Conduct and Social Justice Strategy.
Comply with Bureau WHS policies and procedures, and take reasonable care for health and safety.
Qualifications
Mandatory
A degree or diploma from an Australian educational institution, or a comparable overseas qualification appropriate to the duties; or other comparable qualifications.
Demonstrated experience developing AWS Cloud services for frontend development (Cognito, Amplify, AppSync) and deployment via AWS CDK.
Proven expertise with:
Front-end languages and frameworks (Typescript, React, Drupal)
Relational databases (PostgreSQL or MSSQL)
Testing (React Testing Library)
Technical input to implement solutions based on architecture, design and guidance
Power Platform development (Power Apps, Power Automate, Power BI)
Networking (firewalls, policies, access control, endpoint security)
AWS Cloud services for frontend development (Cognito, Amplify, AppSync) and deployment via AWS CDK
Experience in Commonwealth or state government water agencies or similar water sector organisations
Real-time data processing techniques and message bus technologies
Microservice architecture
DevOps and DevSecOps methodologies
Merit pool
The selection process will establish a merit pool that may be used to fill similar positions within 18 months.
