Senior Infrastructure Project Leader
The successful candidate will lead and manage the planning, coordination, and execution of utility-related works across a complex, multi-stakeholder defence infrastructure precinct. They will ensure the successful integration of utility services-power, water, gas, sewer, ICT, and others-into existing and new precinct assets while supporting broader strategic objectives related to sovereign shipbuilding capability.
This is a senior leadership role that requires strong experience in managing large-scale infrastructure projects, with a focus on ensuring seamless integration across utility interfaces.
Key Responsibilities:
1. Manage end-to-end delivery of utility integration projects, from initiation and planning through to commissioning and handover.
2. Develop detailed project plans, scopes, and budgets in alignment with corporate governance and funding models.
3. Coordinate with internal teams, contractors, utility providers, government stakeholders, and defence industry partners to ensure seamless integration.
4. Lead risk identification, assessment, and mitigation processes across utility interfaces.
5. Provide technical and commercial oversight of consultants, designers, and contractors to ensure compliance with Australian standards, Defence requirements, and infrastructure master plans.
6. Precinct wide integration and coordination role for Utilities relocations, Utility augmentation and other Precinct works to be carried out.
7. Administer Utilities design and construction contracts, to ensure construction and industry standards are maintained and comply with relevant.
8. Support broader precinct planning and infrastructure upgrades related to precinct operations.
9. Prepare and present reports, briefings, and updates to executive leadership, government stakeholders, and project partners.
10. Assist the Project Director in other Utility related works.
Required Skills and Qualifications:
* Tertiary qualifications in Engineering, Project Management, or a related discipline.
* Minimum 5 years' experience in infrastructure delivery or utilities project management within large-scale construction, defence, or infrastructure environments.
* Demonstrated experience managing multidisciplinary projects with complex stakeholder environments.
* Strong understanding of utility design, construction, and commissioning processes.
* Proven ability to manage budgets, schedules, and contractual obligations.
* Excellent communication, negotiation, and stakeholder engagement skills.
* Must hold a current drivers' licence (Class C - car).
* High level professional knowledge with significant practical experience in major projects, including design, construction and maintenance techniques and practices.
* Candidates must be eligible to obtain and maintain an Australian Government Security Clearance at the Baseline level or higher. Australian citizenship is a requirement.
