About the role

The Whole of Health Program (WOHP) provides statewide leadership and support to Local Health Districts and Specialty Health Networks to improve patient flow, access to care, strengthen service delivery, and drive sustainable health system performance. Through targeted performance support, system reforms, and strategic programs, WOHP enables NSW Health to meet key access performance measures and deliver better outcomes for patients across the state.

As a Program Manager, Whole of Health Program (Health Manager Level 4), you will lead the design, development and implementation of the Discharge Patient Flow Concierge Program including best‐practice policies, programs and reform initiatives across the NSW public health system. You will provide high‐level strategic advice, stakeholder management, project leadership and expert analysis to improve access to care and hospital service levels. The role also supports the Senior Manager and Director by overseeing program planning, stakeholder engagement and statewide reform delivery to ensure NSW Health continues to meet the evolving needs of patients and communities.

In this role, you will require an operational understanding of the key drivers behind hospital access block, as well as the complex system‐wide factors contributing to inpatient discharge delays. You will need a solid grasp of current operational pressures, patient‐flow dynamics, and the evolving landscape of aged‐care reform to effectively navigate and influence a rapidly changing environment. Your ability to interpret these elements and translate them into practical, system‐level service improvements will be critical to ensuring safe, timely, and effective patient‐flow transitions throughout the entire patient journey.

Health Manager Level 4, starting salary from $147,653 - $175,917 plus Super, with a 38 hour work week.

What you'll be doing
* Lead the design, delivery and governance of complex statewide projects and strategic priorities including the Discharge Patient Flow Concierge Program that improves access to care and strengthen system performance across NSW Health.
* Provide high-level strategic advice, analysis and reporting to support policy development, reform initiatives and improved hospital service levels.
* Drive collaboration and engagement with Local Health Districts, Specialty Health Networks and Ministry stakeholders to ensure consistent and effective implementation of Whole of Health initiatives.
* Support the Senior manager and Director, Whole of Health Program, by overseeing program planning, risk management and stakeholder coordination to achieve organisational priorities.
About you
* Demonstrated ability to lead strategic initiatives and manage change by effectively planning, delivering and overseeing all stages of the project lifecycle, including development, implementation, performance improvement, monitoring and evaluation.
* Relevant tertiary qualifications or demonstrated equivalent professional experience.
* Highly developed analytical skills, with the ability to interpret complex, multi‐source information, apply sound independent judgement in a dynamic interagency policy environment, and prepare clear, high‐quality analysis and reports.
* Demonstrated ability to think creatively, resolve challenges and deliver innovative, business‐focused solutions, supported by strong interpersonal, influencing and negotiation skills to effectively engage and influence senior stakeholders.
* Demonstrated experience in fostering a strong team culture, collaborative approach to achieving deliverables and working effectively in high performing teams and organisation.
