Group Manager Corporate Services


(Permanent, full-time - 70 hours per nine-day fortnight)

As our Group Manager Corporate Services you will be responsible for developing and advancing Council's Corporate Planning, including the Integrated Planning & Reporting (IP&R) Framework and Organisational Operating Model.

In this role, you will manage Council's Business Assurance, ensuring day-to-day operations and organisational priorities are consistent with long-term objectives and you will communicate the impact of internal and external strategies, initiatives & priorities across the organisation.

Our ideal candidate will demonstrate significant knowledge & experience in a similar role involving IP&R, have experience in community engagement and will be a proven leader. You will hold tertiary qualifications in a field relating to the role's portfolio, such as Local Government, Business, Public Administration, Organisational Development, Communications, Urban & Regional Planning or similar.

This position is based out of our Young office and relocation assistance, plus a full-private leaseback vehicle will be available to the successful applicant.


Tasks & responsibilities


(Note - the list below is non-prescriptive and the incumbent will be expected to undertake additional duties)

* Provide effective leadership and management of Council's Property, Building, Governance, Risk and Corporate Strategy staff.
* Using the IP&R Framework, facilitate community development practices, programs, events and initiatives that foster a sense of social cohesion and support our strong & vibrant communities.
* Lead corporate engagement in accordance with Council's Community Engagement Policy & advise and assist the Executive and managers in achieving objectives of the Community Strategic Plan.
* Support cross-organisational collaboration & integration for projects, priorities and initiatives and drive continuous improvement in organisational practices and procedures under the principles of business assurance.
* Project manage and publish the following in accordance with legislated timelines, ensuring they comply with legislative requirements and Council's Communications Policy: Delivery Program, Operational Plan, Community Strategic Plan, Resourcing Strategy, Annual Report & End of Term Report.
* Develop an integrated 10-year view of Council's direction & projects, analysing strategic planning gaps & advising the Executive and Managers on preparation of corporate strategies.


Qualifications & experience


(Essential selection criteria)

1. Tertiary qualification in Local Government, Business, Public Administration, Organisational Development, Communications, Urban & Regional Planning or related field.
2. Three years' minimum experience in a similar role.
3. Excellent understanding of relevant local government legislation and policy, including a demonstrated high-level understanding of the IP&R Framework in a NSW Local Government context.
4. Ability to contribute to and lead strategy development, apply strategic thinking and decision-making skills to the resolution of complex problems (e.g. logistical, technical, political) as they arise.
5. Contemporary experience leading and managing community service activities.
6. Demonstrated ability to advise on operational planning and service delivery.
7. Demonstrated ability to engage with external stakeholders including government agencies, professional associations, private sector/industry and the community.
8. Current Class C Drivers Licence.
