Primary objective

The Skills Initiatives unit is responsible for designing, managing and implementing programs and initiatives to grow a capable

and skilled workforce and support economic growth through the regions. The Program Consultant will support the Skills

Initiatives team in the development, management, delivery and evaluation of Vocational Education and Training (VET) grant

programs and initiatives that meet skills needs and improve employment outcomes of Northern Territory industry, business

and individuals.

Key duties and responsibilities

1. Research and develop tailored skilling programs in response to industry and community needs to improve employment

outcomes.

2. Manage skilling programs and contracts that allocate funds to support the achievement of Northern Territory skilling

priorities and objectives.

3. Provide accurate information and advice to stakeholders, including Registered Training Organisations and industry

organisations to ensure successful initiative outcomes.

4. Monitor and audit the performance of providers against program objectives and outcomes to ensure compliance and

delivery.

5. Develop and maintain effective collaborative stakeholder relationships and networks with relevant peers, industry and

government agencies.

6. Evaluate VET data to measure program achievements against defined outcomes and provide aggregated and individual

reporting to government and industry on a regular and ad hoc basis as required.

Selection criteria

Essential

1. Demonstrated strong written and oral communication skills, with the ability to adapt style to successfully convey

messaging to diverse range of stakeholders to ensure mutual understanding.

2. Well-developed ability to manage multiple projects and priorities for a range of stakeholder with the proven ability to

be self-motivated and proactive, to work independently and effectively as a member of a team to achieve outcomes

whilst managing multiple tasks with minimal supervision.

1. Knowledge and experience in an environment in which VET operates.
2. Demonstrated experience in grant/program monitoring, reporting and assessment expertise, including the ability to

execute, manage and acquit funding agreements whilst operating within and contributing to a compliant and accessible

grants or contract management system (e.g. GrantsNT).

1. High-level organisational and negotiation skills with an ability to raise risks and challenges, and to seek alternatives to

find solutions.

Desirable

1. An understanding of NT Government record-keeping legislation, policies, and procedures.

2. Experience using Northern Territory Government systems and databases, e.g. TRM, GrantsNT, NTGPay
