Treasury is seeking dynamic and results-driven APS Level 6 Finance Officers to join the Chief Finance Officer Branch with the Corporate Division, taking on roles as a Management Accountant ,
Budget Officer or in Financial Reporting.
Successful applicants will undertake a range of responsibilities within the Branch, including:
* Provide timely and accurate advice and support to staff, management and clients.
* Produce structured and ad-hoc reports, memos, policies, procedures and analysis on financial performance for internal and external stakeholders.
* Assisting with business improvement activities and system implementation changes.
* Building and maintaining effective relationships with contractors, consultants and internal and external stakeholders, including representing the finance unit on internal and external working groups.
* Contributing constructively to Treasury's wide projects including strategic and operational plans.
Financial Reporting
* The development and preparation of Departmental and Administered monthly and annual financial statements supported with quality assured workpapers and relevant documentation.
* Engaging with stakeholders to ensure the Treasury Administered Accounts are reported accurately and completely, and all estimates and judgements applied align with the relevant Australian Accounting Standards, Commonwealth Guidelines and the appropriate legislation and/or policy.
* Prepare technical accounting position papers, financial reports and briefs to support Treasury outcomes and deliverables; including content for the Annual Report, whole of government reporting and Assurance Committees.
* Development and maintenance of the Treasury's asset policy; including stocktakes, valuations and asset movement tables.
* This team is also responsible for: the Treasury Business Activity Statements, Fringe Benefits Tax; Comcover submissions; liaison with the ANAO and managing all correspondence and requests; and Secretariat to the Financial Statement and Annual Performance Statement Sub-Committee.
Management Accountant
* Provide support and advice to business areas and executives on financial management issues, including development and maintenance of accurate budgets and forecasts.
* Managing and reporting on Treasury's allocations of funding to Divisions and business units.
* Working with a range of internal and external stakeholders.
* Undertaking data analysis and reporting to stakeholders through Excel and TechnologyOne reporting.
Budget Officer
* Supporting the whole of government Budget process, including the development of costings for new policy proposals and the Government's decision-making processes
* Maintaining budget estimates and reporting in TM1 Government Estimates Update System (GEUS) and Central Budget Management System (CBMS)
* Supporting the preparation of financial resourcing tables and related information for publication in budget documents such as Portfolio Budget Statements and Portfolio Additional Estimates Statements
* Supporting the preparation of budget-related briefing for relevant stakeholders including the Ministers and the Executives
Desirable Qualifications / Experience
The following are considered essential:
* Practical experience and sound knowledge of Australian Government Financial Framework.
* Ability to interpret and apply the Public Governance and Accountability Act 2013 (PGPA Act) and Rules, Estimates Memoranda and other guidance as disseminated by the Department of Finance.
* Ability to interpret and apply the Accounting Standards (AASB).
* Experience in the month-end and year-end processes.
* Financial Reporting: Experience in the preparation of financial statements.
* Management Accountant: Ability to communicate effectively and with influence with stakeholders at all levels.
* Budget Officer: Practical experience and sound knowledge of the Commonwealth Budget Process.
* Ability to show initiative and innovation, adapting positively to change, being self-motivated and applying problem solving and numerical skill.
* Excellent oral and written communication skills including well developed liaison and negotiation skills.
* Ability to work effectively within a team or independently under broad direction whilst managing competing priorities and working to tight deadlines.
The following are considered desirable:
* Professional accounting qualifications, or progression towards certification.
