The APS 6 Costing Officer will form part of a high performing and inclusive team within the Regulatory Engagement Branch of the Therapeutic Goods Administration (TGA). Under the direction of senior team members, the APS6 Costing Officer is responsible for maintaining the TGA's Activity Based Costing (ABC) model, updating and implementing changes to TGA fees and charges and organising stakeholder and public consultation on TGA fees and charges. In undertaking these functions, they will work collaboratively with, and support, TGA business areas in relation to modelling their costs and setting relevant fees and charges. The APS 6 Costing Officer will have the opportunity to work with reasonable autonomy and accountability for the achievement of outcomes of their work while managing competing priorities. They will exercise both initiative and judgement in the performance of their duties and exercise an ability to problem solve to achieve the desired result. They will also create and/or update standard operating procedures and guidance documents to support an environment of continuous improvement. The APS 6 Costing officer will research, interpret and apply legislative requirements and related Australian Government Frameworks in relation to the setting and application of TGA fees and charges. They will also need to understand and operate the ABC costing model used by the TGA in order to maintain the model through collection and input of appropriate workforce and financial data. Working closely with senior team members, the APS 6 costing officer will provide financial reporting and analysis from the ABC model to the TGA leadership to support the outcome of ensuring Australians have access to safe and effective therapeutic goods. The key duties of the position include Working with the section, the position will be responsible for the following duties: Develop and maintain the TGA's activity-based costing (ABC) model including updating the TGA's ABC model software. Working with TGA business areas to effectively estimate their staff effort as an input to the ABC model to enable regular reporting. Provide specialist advice to TGA's managers and other internal stakeholders on revenue, pricing and cost recovery matters, including on new, and changes to existing, fees and charges for the TGA. Assist with the annual revision of TGA fees and charges including the calculations for drafting instructions and updating the business systems before 1 July. Liaison with internal and external stakeholders, including other government agencies and industry entities, on the cost recovery arrangements and upcoming changes to fees and charges. This includes assisting to coordinate annual bilateral meetings between the TGA and peak bodies and undertake the fees and charges public consultation process. Drafting and publishing of the Cost Recovery Implementation Statement for the TGA in accordance with the Australia Government Charging Framework. Contribute to the development and updates of financial policies, governance documents and reporting frameworks.
