About the Opportunity
The Procurement Manager reports to the Head of Commercial and Facilities and is responsible for overseeing State Library Victoria's procurement and contract management activities.
The role ensures effective and efficient procurement practices that align with the Library's goals and comply with Victorian Government Purchasing Board (VGPB) policies and procedures. The Procurement Manager not only provides expert procurement advice but also uses their written and interpersonal communications capabilities to foster a culture of best practice in procurement across the organisation.
The Procurement Manager is accountable for the following measurable outcomes:
* Providing strategic commercial and procurement advice to internal stakeholders, focusing on mitigating commercial and contractual risks
* Leading and managing procurement practices across the organisation, ensuring the delivery of high-quality procurement services for a range of goods and services
* Facilitating tender processes, providing expertise regarding procurement policies, processes and relevant laws
* Ensuring Library procurement, exemptions and contracts all comply with the Victorian Government Purchasing Board, Buying for Victoria, and internal guidelines
* Providing procurement and contract reporting to key internal and external stakeholders including government agencies
* Overseeing the completion of contracts, agreements and other legal documents related to procurement.
About You
The ideal candidate will not only have demonstrable expertise in end-to-end procurement practices but will also have the high-level written and interpersonal communication skills needed to partner collaboratively and support our internal stakeholders. You will be adept at documenting processes, developing templates to improve efficiency and ensuring consistency across the organisation. Your public sector procurement knowledge and experience with contract management policy will be underpinned by your understanding of procurement governance frameworks and risk management practices.
In addition, you will come to us with:
* Completion of a relevant degree or postgraduate diploma (e.g. in business or commerce) or equivalent professional experience.
* Significant experience in leading and managing end to end procurement processes, including contract negotiation and supplier management.
* Strong understanding of government purchasing and contract management policies and practices, procurement governance frameworks and risk management practices, with a demonstrated ability to ensure compliance.
* Proven ability to develop and implement efficient and effective procurement strategies and processes that support purchasing operations and align with organisational goals.
* Excellent interpersonal and communication skills, with the ability to support and mentor colleagues and foster a collaborative, inclusive and high-performance culture.
* Ability to prepare high-quality, timely reports and briefings, which provide comprehensive insights into procurement activities, aiding in decision-making and strategic planning.
