Moree Plains Shire Council has engaged Hudson to secure a high-calibre Planning Manager who will shape the region's long-term trajectory. This leadership role positions you at the forefront of the Shire's strategic planning agenda, driving growth, sustainability, and liveability outcomes that matter. As Manager Planning, you will architect the strategic frameworks that underpin the Moree State Activation Precinct and Inland Rail developments. These frameworks will guide all land-use decisions across the Shire and ensure alignment with Council's vision for a strong, resilient, and connected community that embraces a relaxed, healthy, and harmonious lifestyle.
Reporting to the Director Planning & Development, you will lead a dedicated team of three direct reports and ensure the delivery of high-quality, professional planning services to the organisation and the community.
Key Responsibilities
Your role will encompass the full spectrum of Local Government Planning, including the management and coordination of the Planning Section's statutory and strategic functions:
* Lead the preparation, review, and maintenance of the planning and policy framework (e.g., Local Environmental Plan (LEP) and Development Control Plan (DCP)).
* Oversee the provision of statutory planning services, including the assessment and processing of complex Development Applications (DAs), subdivision, and minor rezoning requests.
* Provide expert development and planning advice, pre-lodgement services, and community education programs.
* Ensure compliance with planning legislation and coordinate the control of illegal or unauthorised development/land use.
* Provide leadership, management, and coordination of the planning service to meet Council's Strategic Plan objectives.
What You Will Bring
We are seeking an experienced Planning leader with a proven track record in the local government sector who is ready to make a significant impact.
Essential Experience & Qualifications:
* Mandatory Qualification:
Degree-level tertiary qualification in Urban and Regional Planning, Environmental Planning, or a related field.
* Local Government Expertise:
Proven experience as a
Planning Manager
, or significant senior Planner experience, within an Australian Local Government Council environment.
* Legislative Knowledge:
Demonstrated working knowledge of the
Environmental Planning and Assessment Act 1979
, the
Local Government Act 1993
, and all relevant statutory planning legislation, including Development Control and Contribution Plans.
* Management & Project Delivery:
Proven experience in effectively managing teams and critical projects, providing specialist guidance on complex matters to deliver quality outcomes.
* Policy & Compliance:
Demonstrated ability to accurately develop and interpret policies, legislative, and regulatory instruments.
* Key Skills:
Excellent written and verbal communication skills, including proven ability to prepare high-quality reports, make formal presentations, and negotiate effectively with stakeholders.

The successful candidate for this role will receive:

Up to $136,000
per annum + super (dependent on experience).
