Complete Staff Solutions & Federal Government Client – Purpose Driven role

Our client is the gateway for veterans and their families to access services, including counselling, to improve their mental health and wellbeing. They promote and provide mental health and wellbeing services toward improved outcomes and quality of life for veterans and their families. This is achieved through providing client centred, trauma informed, recovery oriented, needs driven and compassionate care, informed by the voice of the community.

The Business Operations Branch provides administrative and business support to Open Arms counselling services and the division.

About the role

The Procurement and Contract Officer delivers high-quality, professional procurement and contract management services within the Business Operations Branch, supporting the effective delivery of mental health services. The role is part of a small team and works under the operational and administrative oversight of the Assistant Director, Major Procurement and Contracts.

Start Date:ASAP Pending Clearance

Contract Length: 12 months with the possibility of an extension

Hours/Days:Monday to Friday – 37.5hrs per week

Pay Rate:$61.66

Location:Canberra, ACT & Eastwood, SA

In accordance with the principles of workplace diversity, Work Health and Safety, participative work practices, APS values and APS Employment Principles the APS5 Administrative Officer will display:

* Procurement: Understanding of the Commonwealth Procurement Framework, including the Commonwealth Procurement Rules and associated Procurement Connected Policies. Experience in supporting the design of approaches to market and evaluation of tender submissions.
* Contract Management: With appropriate direction, display proficiency in managing contracts, including the ability to develop procurement and contract documentation accurately and efficiently;
* Performance Monitoring and Risk Management: Skill in actively monitoring contract performance and risks, with the ability to identify and analyse potential issues and develop appropriate strategies to achieve contract outcomes; and
* Stakeholder Engagement: Strong ability to consult with a diverse range of stakeholders, including communication skills and interpersonal abilities to maintain positive and effective working relationships.

Duties & Responsibilities

* Under direction, development of procurement artefacts;
* Accurately review and process supplier invoices in accordance with procurement policies, financial delegations and contractual obligations, to support compliance;
* Demonstrate a proven capability to identify, investigate, and resolve invoice discrepancies;Support evaluation of tenders through data entry and development and maintenance of procurement registers and other artefacts;
* Ability to contribute to tender evaluations in accordance with Commonwealth Procurement Rules (CPRs). Proven skills in analysing submissions against evaluation criteria, documenting assessment outcomes, and contributing to the preparation of recommendation reports;
* Manage medium risk contracts, including governance, risk, performance and financial management;
* Develop medium risk contracts and procurement documentation, including contract management plans;
* Provide Secretariat Support to Contract Committee Meetings, including drafting of Agenda's; taking minutes; and actively monitoring open actions items;
* Comply with and advise on government and agency procurement and contract management policies;
* Use procurement systems (TechOne) to maintain accurate contract records inclusive of contract spend, contractor performance, risk and outcomes;
* Assess and prepare contract variations and exemption requests, making appropriate decisions based on risk;
* Interpret contract requirements, terms and conditions and ensures that all parties understand and deliver on their responsibilities;
* Interpret and apply government and department policies to guide decision making, establish compliant processes, assess requests and information, determine priority work, or identify matters to be escalated to managers;
* Contribute to section objectives to achieve compliant, efficient, and streamlined business processes by identifying opportunities for improvement, consulting on solutions and implementing improvements;
* Provide high quality support to the team to meet business priorities to a high standard and within prescribed timeframes, including to:

* Manage a mailbox, collating records and maintaining registers.

* Support the development, coordination and distribution of reports, briefings, papers, submissions and correspondence for use in both internal and external decision-making forums.
* Develop and manage effective relationships with internal and external stakeholders to work collaboratively and be a point of contact and coordination.
* Support an environment that encourages a willingness to adopt participative work place practices in line with policies of WHS, Workplace Diversity and the Australian Public Service values, Employment Principles and the APS Code of Conduct.

As an APS Level 5 Procurements and Contracts Officer, you will:

* Display a high attention to detail, with a focus on delivering timely and accurate information.
* Good interpersonal skills, with experience working with and maintaining relationships with a range of stakeholders.
* Strong written and verbal communication skills, with the ability to interpret information and communicate effectively to a range of stakeholders.
* Good research and analytical skills.
* Demonstrated initiative and sound organisational skills, with the ability to work independently or as part of a team.
* Experience using the Microsoft Office Suite, including Word, Excel and PowerPoint

Mandatory Requirements

* An understanding of and/ or experience in the Commonwealth Procurement Framework, including the Commonwealth Procurement Rules.
* The successful candidate Must be an Australian Citizen in order to obtain and maintain a Baseline Vetting (AGSVA) security clearance
