The opportunity

Geoscience Australia has established the Earth Observation (EO) Program to holistically manage, govern, and deliver EO capability. The EO capability will make available time-series, continental scale data and insights of the Australian landscape and environment to inform decision making about Australia's resources and environment by Australian government, industry and the community. The EO Program includes Australia/United States partnership on Landsat and Landsat Next, Digital Earth Australia, and collaboration nationally and internationally on standards, technology, and science.

Our team

The Earth Observation Program Management Office (EO PMO) within Space Division provides specialist advice and program management services to facilitate delivery, governance and assurance and whole-of-life capability management of Geoscience Australia's Earth Observation Program. The EO PMO supports Chief of Space Division and the two Branches, Satellite Land Imaging Collection (SLIC) Branch and Digital Earth (DE) Branch, responsible for delivery of the Program. As a small team, the EO PMO combines diverse skillsets including procurement and commercial, scheduling, financial management, project and program management, engineering, and governance to deliver the services.

The role

Reporting to Director EO PMO, this role will undertake duties to support program and whole-of-life capability management of the Earth Observation capability and manage delivery of PMO services to SLIC and DE Branches. This will include procurement and contracting, finance, scheduling, risk management, reporting, program planning and monitoring, and other program management services as required.

As an EL1 officer, you will utilise project and program management knowledge and skills to manage delivery of project and program management services and implement practices to support organisational goals and program objectives. The role will include interactions within Geoscience Australia, other Government departments and stakeholders, and international partners.

In this role you will:

* undertake program and project management, providing planning, procurement and contracting, finance and budget management, and other required services as part of management of Geoscience Australia's Earth Observation capability;
* contribute to development of program strategies and plans, including submissions to Executives;
* work closely with EO delivery Branches and cross-functional teams, stakeholders, and partners to achieve program objectives;
* lead and foster a collaborative and productive work environment;
* develop comprehensive procedures, processes, plans, and other artefacts as required to support sound program and project management practices;
* monitor, manage, and report risks;
* monitor and report progress against delivery (projects and products in operations & sustainment);
* consider and effectively manage competing priorities and strategic directions in line with organisational goals and objectives;
* ensuring high levels of compliance with legislative, financial and administrative frameworks, and record keeping practices, in particular the Commonwealth Procurement Rules and Public Governance, Performance and Accountability Act 2013; and
* undertake duties as directed.

To be successful in the role you will:

* have extensive experience in managing programs and/or projects in government or industry;
* possess excellent business and commercial acumen;
* possess exceptional problem-solving skills;
* have excellent people skills and strong stakeholder engagement capabilities;
* have a proven ability to communicate with influence and the ability to nurture productive working relationships with a wide range of stakeholders including science and research specialists;
* have excellent oral and written communications skills, including developing business cases and proposals;
* have sound understanding of capability management, preferably in the field of Earth Observation;
* have the ability to manage multiple priorities and work under pressure; and
* adhere to the Australian Public Service Values and the Code of Conduct and consistently behave in an honest, ethical and professional way.

Required skills, knowledge, experience and/or qualifications

* Demonstrated extensive experience in program or project management in government or industry.
* Highly developed organisational skills, self-drive, initiative and ability to work under pressure.
* Highly developed written and oral communication skills.
* Professional training and qualification in program or project management.

* The successful applicant must be able to obtain, hold and maintain a security clearance of an appropriate level relevant to this role. The applicant may be able to commence on Baseline clearance while obtaining NV1 clearance.
