Primary objective

The Manager Contract Performance is responsible for managing a small team who are responsible for developing collaborative

relationships with stakeholders, developing governance and contract management capability, provide analytical reporting, drive

continuous improvements, establish and maintain controls, compliance and assurance and providing contract management systems

support.

Context statement

The Contract Services Unit supports effective procurement and grant management by delivering governance, performance monitoring,

and contract services that enable collaborative, community-focused programs and services for Territorians.

Key duties and responsibilities

1. Provide strategic leadership and expert advice on procurement, grants, and contract management, including dispute resolution,

performance issues, and support for senior executives and contract owners.

2. Lead the development, implementation, and continuous improvement of strategies, policies, frameworks, and systems to ensure

effective and compliant contract and grant management.

3. Oversee risk, compliance, and performance monitoring, including reporting and the identification of issues across procurement, grants,

and contracts.

4. Deliver training, mentoring, and capability development for staff and stakeholders to embed best practice and drive continuous

improvement.

5. Represent the Agency in key forums and external engagements to promote its interests and influence Territory and national initiatives.

6. Maintain and apply current knowledge of procurement, grants, and contract management trends, driving innovation and improvements

across the Division.

Selection criteria

Essential

1. Demonstrated ability to provide high-level strategic advice and support in one or more of procurement, grants, and contract

management, including experience with complex activities and compliance with relevant legislation and policies.

2. Proven leadership and people management skills, with the ability to drive organisational change, foster a positive workplace culture,

and model the organisation's core values.

3. Highly developed analytical, conceptual, and problem-solving skills, with sound judgement and the capacity to design innovative

solutions to complex contract and procurement challenges.

4. Demonstrated high-level communication and stakeholder engagement skills, with the ability to build strategic partnerships, influence

at senior levels, and convey information clearly across diverse audiences.

5. Well-developed project and organisational management capabilities, including the ability to manage competing priorities, meet

deadlines, and ensure high-quality outcomes in a dynamic environment.

6. Proven ability to develop, implement and interpret reporting frameworks, performance indicators, financial reports, policies, and

business plans to support continuous improvement and accountability.

Desirable

1. Diploma, Degree or Post Graduate Certificate or equivalent experience in a related field.
