Senior Property Consultant – Network Upgrades (RAN / 5G / 4G Modernisation)
Role Purpose
The Senior Property Consultant is responsible for leading and overseeing all property consultancy activities supporting Telstra's Radio Access Network (RAN) upgrades, including 4G modernisation and 5G deployment programs.
The role ensures timely and compliant property outcomes across complex brownfield and greenfield sites by managing site acquisition, lease reviews, landowner negotiations, surrender and regrant processes, and property pathway determinations.
In addition to delivery, the role plays a key part in developing internal property capability, improving processes, mentoring junior consultants, and contributing to best-practice property strategies across the program.
Key Responsibilities
Property Strategy & Pathway Determination
* Determine and recommend the most appropriate property pathway for RAN upgrades (e.g. licence amendment, lease variation, surrender and regrant, new acquisition).
* Assess existing tenure arrangements and identify risks, constraints, and opportunities to support network upgrade requirements.
* Provide early property advice to Design, SAED, Planning, Legal, and Delivery teams to de-risk programs.
* Lead end-to-end site acquisition activities for new and existing Telstra sites, including rooftops, towers, poles, and land-based assets.
* Manage surrender and regrant processes to facilitate increased equipment loads, structural upgrades, or tenure resets.
* Review and interpret leases, licences, easements, and agreements to confirm upgrade permissibility and identify consent requirements.
* Ensure all property documentation aligns with Telstra standards, legal requirements, and commercial objectives.
Landowner & Stakeholder Negotiation
* Lead negotiations with private landowners, councils, government bodies, utilities, and corporate landlords.
* Achieve landowner consent within program timeframes while balancing commercial, legal, and relationship considerations.
* Manage escalations and resolve complex or high-risk negotiations.
* Maintain strong, professional relationships to protect Telstra's reputation and long-term asset access.
Program Delivery & Governance
* Own property milestones and ensure on-time consent achievement aligned with RAN delivery schedules.
* Identify property-related risks, delays, and dependencies, and implement mitigation strategies.
* Maintain accurate property records, trackers, and reporting to support governance and executive visibility.
* Ensure compliance with relevant legislation, including telecommunications, property, and planning frameworks.
Capability Development & Continuous Improvement
* Mentor and support junior and mid-level property consultants across the program.
* Contribute to the development of property playbooks, templates, guidance notes, and standard operating procedures.
* Drive consistency and best practice in property assessments, negotiations, and documentation.
* Support continuous improvement initiatives across SAED, Property, and Delivery functions.
Cross-Functional Collaboration
* Work closely with Design, RF Engineering, SAED, Planning, Legal, Commercial, and Construction teams.
* Provide clear and pragmatic property advice to support engineering and network outcomes.
* Act as a trusted property subject-matter expert within multi-disciplinary project teams.
Key Skills & Experience
* Extensive experience in telecommunications property consultancy, preferably within large-scale RAN upgrade programs.
* Strong understanding of 4G modernisation and 5G upgrade requirements, including brownfield site complexities.
* Lease and licence review
* Surrender and regrant processes
* Property pathway determination
* Consent and tenure risk management
* Ability to manage multiple complex sites concurrently under tight timeframes.
* Strong commercial, legal awareness, and negotiation capability.
* Excellent stakeholder management and communication skills.
Qualifications (Desirable)
* Degree in Property, Real Estate, Law, Planning, or a related discipline.
* Relevant professional accreditation (e.g. API, RICS) highly regarded.
