Primary objective
Provide overarching strategic leadership, management and direction to the Banking, Cards and Receivables Units ensuring the delivery of
efficient and cost-effective services to Northern Territory government agencies. This position also liaises with the Government banker,
NT Treasury and agencies on Whole of Government issues affecting the delivery of these functions.
Key duties and responsibilities
1. Accountable for development and maintenance of effective policies and procedures relevant to the efficient delivery of Banking
Services, Cards, and Receivables service lines across government and to ensure that legislative requirements are met.
2. Provide expert specialist advice and direction to all NTG client agencies, including senior agency contacts, on complex issues relating
to the provision of banking services that meet their ongoing and future business needs.
3. Provide vision and strategic leadership for the initiation of changes to processes, practices, and systems as a result of identified
improvements, reforms, technological initiatives or new government directions.
4. Provide overall leadership and direction to the Banking Services, Cards, and Receivables service lines to ensure the delivery of quality
and cost-effective services and strategies to NTG agencies.
5. Lead, manage and coordinate the business planning and budgeting processes of the sections to ensure strategic objectives and
operational requirements are achieved.
6. Represent the NTG on national public sector committees and forums established to address banking matters.
Selection criteria
Essential
1. High level working knowledge of banking, corporate card and receivables compliance processes and relevant legislations within a large
organisational environment.
2. Strong interpersonal, negotiation and communication skills with the ability to forge and maintain robust working relationships with
client agencies and banking provider representatives.
3. Expert knowledge of, or experience in strategic policy development, financial performance monitoring, governance and reporting
frameworks.
4. Demonstrated experience and skills to effectively lead and motivate a team to achieve and maintain service excellence.
5. Demonstrated effective project management skills with the ability to manage multiple responsibilities and competing deadlines in a
high-pressure environment to achieve the strategic goals.
6. Demonstrated work ethic and attitude which aligns with DCDD values of commitment to service, innovation, ethical practice,
accountability, impartiality, diversity and respect
Desirable
1. Formal tertiary qualifications in accounting or other relevant business discipline
2. Experience in banking, accounting, and policy development relevant to the work undertaken on behalf of the Northern Territory
Government.
