Role Purpose

The Security Risk Manager's primary responsibility is the oversight of security and emergency management at their base shopping centre. This includes the continuous enhancement of incident and emergency readiness, performance management of the centre's security guard provider and embedding Vicinity's national security standards locally. The role acts as a bridge between centre management, security providers and the National Security & Emergency team. When a centre lacks a dedicated Security Risk Manager, this position also delivers secondary level support to other Vicinity shopping centres, focusing on training and contract oversight.

Key Accountabilities
* Leading Local Emergency and Security Incident Response and Preparedness
o Implement a regular training and scenario testing program across the Emergency Control Organisation, including core centre staff and contracted personnel.
o Partner with the National Operations Team to test and embed technology solutions that enhance preparedness for potential incidents.
o Ensure compliance with AS 3745:2010 by coordinating training, drills and communications with retailer communities for fire evacuation, active armed offender and general emergency preparedness.
o Review incidents involving threatening behaviour or serious security events and participate in debriefs and learning sessions.
o Support the Emergency Management Liaison Officer within the Regional Incident Management Team during major incidents.
o Document gaps from training and evacuation exercises, following up on corrective actions.
o Conduct refresher training on the Crisis Emergency Management (CEMS) framework and Security Operating Manual (SOM) for centre management.
* Strengthening Security Guard Effectiveness
o Develop service provider relationships to drive optimal guarding outcomes and cultivate a culture of continuous improvement.
o Oversee guard teams to maintain Vicinity's security standards, ensuring training requirements and policies are met.
o Manage contractual key performance indicators in partnership with National Operations.
o Coordinate guard training programmes aligned with CEMS and SOM procedures.
o Monitor risk and security trends to propose mitigation opportunities.
o Adjust centre security rosters based on risk profile and minimum guarding standards, prioritising high‐traffic periods.
o Evaluate guard training and PPE against industry benchmarks and recommend leading practice improvements.
o Support retailer education in security awareness and the role and powers of security guards.
* Quality Assurance of Security and Incident Reporting
o Ensure disciplined recording of security incidents and follow‐through of required investigative and corrective actions.
o Oversee use of incident and emergency management technologies, ensuring timely data capture and reporting.
o Conduct regular trend analysis of incident data to enable proactive response.
o Maintain required escalation protocols as per CEMS and SOM procedures.
o Assist national teams with post‐incident reviews and action follow‐up.
* Security Risk Assessments
o Perform periodic reviews of centre security and related safety or risk assessments following Vicinity's assurance programmes.
o Collaborate with Operations Managers to support broader safety and risk processes.
o Record corrective actions from assessments on risk registers and close them out.
o Identify prudent risk assessments following major incidents at other Vicinity centres or in the industry.
* Stakeholder Management
o Lead engagement with local law enforcement and emergency services, implementing initiatives to increase police presence.
o Foster productive relationships with local schools and community groups to promote harmony and engagement.
o Collaborate with local councils on community programmes.
o Maintain constructive relationships with retailers, promoting security awareness, emergency training participation and shared safety commitments.
o Provide leadership presence during peak and extended trade periods, including weekends and major events.
* Additional Responsibilities
o Support the Centre Manager with health and safety compliance across the centre, including HSE programmes, training and KPI monitoring.
o Coordinate operational tasks related to carpark operations, traffic management and event/crowd management as required.
Qualifications
* 5+ years of experience in security operations or a related discipline.
* Strong knowledge of security operations, incident response and security technologies.
* Advanced knowledge of modern security threat management, systems, tools and techniques; ability to apply these concepts effectively.
* Proficiency in employing technology, including AI and analytics, to detect and respond to threats.
* Organised, methodical and disciplined in procedural execution.
* Excellent communication, report writing and written documentation skills.
* Strong collaboration and stakeholder alignment capabilities across diverse teams.
* Calm and authoritative disposition under pressure, with decisive decision‐making.
* Passion for educating others and promoting shared security responsibilities.
