Crisdale Recruitment are collaborating with this Regional Shire to appoint Executive Manager of Major Capital Projects. When joining the senior team, you will be apart of a group of people who all share the same Vision to delivering on the projects for the community.
Crisdale Recruitment are seeking an exceptional Executive Manager of Major Capital Projects to lead transformative infrastructure initiatives in one of West Australia’s most vibrant and resource-rich regions. This is a unique opportunity for a highly skilled professional to drive strategic, high-impact projects that deliver lasting community benefits.
About the Role
Reporting to the Chief Executive Officer and working closely with the Director of Infrastructure Services, you will lead the delivery of major capital projects, ensuring they are completed on time, within budget, and to the highest quality standards. You will play a pivotal role in aligning projects with the Shire’s strategic vision, fostering stakeholder collaboration, and navigating the complexities of regional development in the Pilbara.
Key Projects Include:

* Redevelopment of Newman Airport
* Youth Hub
* Waste Water Treatment Plant
* Shire Administration Building
* Additional projects as directed by the CEO
Key Responsibilities:

Strategic Leadership: Develop and manage the major capital works program, setting priorities and aligning projects with the Shire’s objectives and community needs.
Project Delivery: Oversee the design, construction, and commissioning of complex infrastructure projects, managing scopes, budgets, and timelines.
Stakeholder Engagement: Build strong relationships with council staff, contractors, consultants, and community members, ensuring clear communication and expectation management.
Team Leadership: Lead and mentor a team of project managers and experts, fostering collaboration and high performance.
Financial Oversight: Manage multi-million-dollar budgets, ensuring cost-effective delivery and approving contractor payments.
Compliance & Safety: Ensure projects meet regulatory requirements, council policies, and safety standards.
Reporting: Provide detailed progress reports and present updates to council and stakeholders as required.
Essential Criteria:
To excel in this role, you will bring:

Extensive Experience: Proven track record in managing major capital projects, ideally in construction or infrastructure, with a focus on regional or remote settings like the Pilbara.
Leadership Excellence: Strong leadership and mentoring skills, with experience managing diverse, high-performing teams and complex budgets.
Strategic Insight: Ability to align projects with organisational goals, navigate political landscapes, and build collaborative relationships across local, state, and federal government levels.
Technical Expertise: In-depth knowledge of project management methodologies (e.g., PMBOK) and proficiency in tools like Microsoft Project.
Cultural Competence: Experience working with diverse communities in cross-cultural environments, with an understanding of regional Australian development challenges.
Regulatory Knowledge: Familiarity with Local Government compliance and legislative frameworks, or equivalent experience in a regulated government setting.
Integrity & Professionalism: Ability to handle sensitive information with discretion and deliver high-quality outcomes under pressure.
Qualifications: Degree in Civil/Construction Engineering (essential). Additional qualifications in Business Management, Commerce, or similar are highly desirable.
Licence: Current ‘C’ Class Driver’s Licence valid in Western Australia.

As a part of the Employment Process Requirements successful candidates must provide:
* 100-point identification check
* Valid National Police Clearance (no older than 6 months)
* Appropriate rights to work in Australia
* Pre-employment medical clearance
* Compliance with any vaccination requirements mandated by Australian or Western Australian Government regulations
* Must have Full Australian Working Rights
* Willing to Relocate to the Pilbara.
