About the Role
The Finance Manager is responsible for leading the organisation's financial management, payroll operations, and financial compliance systems. This role ensures financial sustainability, stewardship of government funds, regulatory compliance, and timely financial reporting. The position provides strategic financial leadership and advice to the CEO while maintaining financial controls that underpin the organisation's mission to sustain rural healthcare delivery.
Accountabilities include
* Provide financial management and leadership aligned with organisational objectives and produce comprehensive Board papers
* Conduct financial modelling and analysis for strategic decision making and planning
* Oversee cash flow management and ensure operational liquidity
* Lead the annual budget development process and prepare budget papers and key estimates
* Support the development of program-level budgets, coordinate reviews and rolling forecasts
* Prepare monthly management accounts and financial reports
* Oversee the AP, AR and Payroll function, manage compliance and reporting and supervise the related staff member
* Maintain comprehensive understanding of all government funding agreements and maintain detailed audit trails linking expenditure to funding sources
* Prepare financial acquittals for funding agreements and ensure acquittals meet specified requirements
* Support grant applications with financial components and oversee their financial status
* Support CEO and leadership with essential financial information
* Develop and maintain financial risk register in collaboration with Director Governance & Risk, monitor, report and manage financial risk
Skills & Experience
* Tertiary qualification in Accounting, Commerce, Finance, or related field
* Professional accounting qualification or well-progressed toward completion
* Understanding of Australian Charities and NFP Commission regulatory requirements
* Demonstrated and significant experience in a financial management role responsible to the Board or executive leadership and confidence in the above duties but not limited to and extending to financial modelling, financial risk management, complex reporting, and strategic thinking
* Postgraduate qualification in accounting, finance, or business administration
* Experience with grants management systems or specialised funding acquittal platforms
* Experience managing finances for organisations with multiple funding streams
* Previous experience in organisations of similar size and complexity with note to NFP or government funded entities
