Your opportunityThe Queensland Family and Child Commission (QFCC) is seeking a dynamic and strategic leader to drive operational excellence and organisational effectiveness.
As the most senior public servant in the QFCC, the Chief Operating Officer (COO) will play a pivotal role in ensuring the effective governance, integrity, and performance of the Commission.The successful candidate will foster a strong organisational culture and embed business strategies that enhance service delivery and governance.
This role is suited to an experienced executive with a deep understanding of the public sector, exceptional leadership capabilities, and a commitment to advancing the safety and wellbeing of children and families.The COO will shape and oversee the Commission's regulatory and oversight operations, corporate services, and strategy and impact functions to enable efficient, consistent and scalable core operations.
It will ensure the QFCC fulfills its statutory obligations, operates efficiently, complies with laws and public sector regulations, and delivers on its strategic objectives.Your responsibilitiesThis role will encounter sensitive and confidential information relating to the harm and death of children.

You will facilitate strategic and coordinated decision making across the sector and CommissionDrive organisational transformation and performance to enhance the efficiency, productivity and impact of the Commission in a viable way.Shape the strategic and operational alignment of teams, systems and reporting through effective workforce planning and communication across the QFCC.Direct resources to optimise scalable operational functioning and performance of the Commission in alignment with organisational objectives.Determine an optimal service delivery model for the QFCC comprising in-house and outsourced services in accordance with statutory obligations.2.
Lead teams and motivate people through transformational changeLead change management, listen to staff to understand their needs, and prioritise resources to enable a fully supported and empowered workforce.Design and oversee effective regulatory processes as the Commission implements Queensland's Reportable Conduct Scheme.This will include introducing operational procedures and practices to respond to high-volume public reporting and leadership of significant legal cases.Set and communicate clear, measurable objectives and performance measures for the Commission's services including outsourced services.Enable coordinated decision making through robust governance structures across the Commission.Establish mechanisms to monitor and evaluate organisational performance and the impacts of change.3.
Strategically lead the corporate governance and reputation of the Commission: Risk Management, Audit, Finance, HR, ICT and Information SecurityBe accountable for managing the QFCC's operational budget and financial performance.
This includes making decisions about QFCC's financial resources considering value-for-money outcomes, allocation of budgets to enable the achievement of strategic objectives, and negotiation of budgetary submissions with Queensland Treasury.Design and drive the performance of QFCC's oversight of the child protection, youth justice, family support systems and our advice to Government.Structure governance and decision-making mechanisms to allow for improved coordination, ensuring their integrity and compliance with QFCC's statutory obligations and relevant industrial instruments.Oversee Workplace Health and Safety (WHS) compliance and effective governance of risk management frameworks.Ensure compliance with Queensland public sector regulations and State Laws, including financial management practices, and public sector requirements including government reporting obligations.Provide robust oversight of QFCC's ICT environment.4.
Stakeholder Engagement and Public InterfaceRepresent the QFCC's position and provide advice about high-level and/or contentious matters, in the absence of the Principal Commissioner, with stakeholders, ministers and at parliamentary briefings including the presentation of parliamentary submissions.Manage and resolve complaints and conflicts about the role of the Commission and its performance.Work in partnership with Aboriginal and Torres Strait Islander Communities and Organisations.Build and maintain strategic relationships with key stakeholders, including government agencies and community partners.We are looking for someone who can:1.
