About the B2N Rail Stage 1 Project
John Holland and Seymour Whyte have been engaged to deliver the Beerburrum to Nambour (B2N) Rail Upgrade (Stage 1) project. The project is set to increase the capacity and reliability of the North Coast Line, enabling more efficient travel and improved passenger and freight connections between the Sunshine Coast, Moreton Bay, Brisbane and beyond.
As construction of B2N gets underway, John Holland is actively looking for a talented Senior Finance Manager to join the team and play a key role in the successful delivery of this iconic Sunshine Coast project.
About the Position
The B2B JV is looking for a Telecommunication Engineer acting as the key interface for all Telecoms matters with both Queensland Rail (QR) and the Department of Transport and Main Roads (TMR) for the Rail Communication Package. The Telecommunication Engineer will lead the integration of legacy QR telecom systems with next‑generation IP/MPLS transport, ensuring compatibility with QR operational constraints and safety systems.
Key Duties and Requirements
* Support cybersecurity risk assessments ensuring compliance with relevant standards and project-specific requirements.
* Understanding of complex electrical and physical interfaces between systems and ability to communicate, document and lead discussions with various stakeholders.
* Review and prepare interface documents to QR’s SEMS and TMR standards without design authority supervision, including outlining interface details, demarcations, scope, responsibilities, interface drawings and risk/impacts to schedule in a clear and concise manner.
* Review/prepare and manage the Telecoms Bill of Materials (BoM) to support procurement and construction, and perform verification of vendor adherence to QR Type‑approved material specifications and lifecycle management criteria.
* Ability to review and complete requirement verification traceability matrix (RVTM) to QR SEMS and Project requirements and assign them accurately to the applicable evidence to the applicable project life cycle/stage.
* Project management and scheduling.
* Develop and track project forecasts for the Telecoms scope of works.
* Understand Telecommunication activities with other interfaces and work with Project Planners to create a schedule that complies with project requirements and timelines/milestones, and develop Telecom construction sequencing that considers rail possession windows, protection officer requirements, QR change control constraints, and multi‑discipline track access limitations.
Key Requirements
* Completed at least one QR Project within the Telecoms field.
* Have 5–10 years’ experience within the Rail Industry.
* Have 8–12 years’ experience within the Telecommunication or Communication industry.
* Knowledge of working with various cable types, including ethernet, multicore, fibre, power, earthing with appropriate use in systems, design and testing methods.
* Knowledge of QR’s existing Telecommunication system such as SDH, DWDM, CER, EACS, DC systems, DRS‑ETCS/QRON/CSN/SMAS/EMS and interface of Telecom to other systems such as OHLE, MI, Signalling, LV, CSR etc.
* The Telecommunication Engineer must be a Rail Industry Worker (RIW) and have a minimum assessment of Telecommunication Design Engineer (QR Level 2 competency to MD‑15‑191).
* Excellent verbal and written communication skills to liaise and interface with internal and external stakeholders.
* Understand relevant QR SEMS and AS/NZ standards such as MD‑13‑416, MD‑13‑417, MD‑13‑421, MD‑13‑423, AS/CA S008, AS/CA S009, at a minimum.
* Review Client comments and respond professionally.
* Review and prepare installation test procedures (ITP) to project and customer requirements.
* Review and prepare Safe Work Method Statements (SWMS) for Telecoms works to ensure compliance with quality and safety standards.
* Establish rapport/relationships with construction team and/or subcontractor to understand design and schedule to complete construction.
* Prepare activity method statements for construction where necessary.
* Understand construction safety and abide by project and QR site rules and rail corridor access.
* Review and prepare all stages of T&C documentation including FAT, SAT, and SIT, incorporating applicable requirements as per RVTM.
* Lead and execute formal testing with the Client.
* Compile Test Reports for submission to Client.
* Prepare scope of works documentation for tender and conclude with the most suitable supplier by facilitating technical sessions.
* Subcontractor management – coordinate with subcontractors (CER, fibre, radio, EACS) to define construction and testing scopes and act as the primary JV interface for supervision and progress tracking.
Desirable Requirements
* Experience with Communication Equipment Room (CER) and Electronic Access Control System (EACS) in design and delivery.
* Knowledge of ETCS L2 architecture such as RAN, OSN, DRS, head end, trackside, onboard and relevant subsets.
* Experience delivering Telecoms within ETCS L2 migration environments or interfacing Telecoms with signalling‑of‑future technologies.
* Knowledge of design and delivery of radio or mobile/Telecom technologies used within the commercial or Rail industry.
* Experience with communication IP networks architecture; understanding of QR’s networks (CSN and QRON).
* Awareness of the project contract requirements.
