As RACT continues to transform and create more value for Tasmanians, we have a unique opportunity for someone to join our Transformation team as our Manager Portfolio Insights.

RACT’s Change Agenda is growing in scale, complexity, and expectation. The Manager Portfolio Insights is a newly created role with a unique opportunity to build, from the ground up, the analytical intelligence, visualisation capability, and decision-support infrastructure that will underpin how the ELT and GCEO prioritise, resource, and govern change across the organisation.

Some of your accountabilities will include:

* Design and maintain RACT’s first integrated portfolio view of all active and pipeline initiatives, including status, budget, resourcing, dependencies, and strategic alignment.

* Build a capacity and resource model integrating PMO and Technology delivery constraints, giving leadership a consolidated view of what the organisation can realistically absorb and when.

* Develop an internal rate card for PMO resourcing and establish a portfolio benefits register in collaboration with Finance and project sponsors, tracking realisation against approved business cases.

* Design high-quality portfolio visualisations that translate complex, multi-dimensional data into clear narratives for the GCEO, ELT, and Board, making prioritisation trade-offs immediately legible to senior decision-makers.

* Develop and maintain interactive dashboards providing real-time visibility of portfolio health, financial performance, delivery risk, and capacity utilisation.

* Prepare concise, decision-ready briefing materials for governance forums and ELT prioritisation discussions.

* Build the analytical evidence base for portfolio prioritisation, modelling trade-offs across strategic alignment, delivery capacity, risk, cost, and benefit to support more rigorous ELT decision-making.

* Contribute to continuous improvement of PMO frameworks, standards, and tools; coach stakeholders in interpreting portfolio data and maintaining planning accuracy.

Successful candidates will have:

* 5 or more years’ experience in portfolio management, PMO, or strategic analytics, with demonstrated ability to build reporting, insight, and decision‑support capabilities.

* Advanced analytical and data visualisation capability, including capacity modelling, scenario planning, and benefits tracking, using Power BI, Tableau, or equivalent tools.

* Proven experience producing clear, decision‑grade materials for executive leadership and board audiences.

* Strong understanding of delivery environments, including experience working with technology functions and agile or hybrid lifecycles.

* High proficiency in Excel, PowerPoint, Jira, and MS Project (or equivalent enterprise tools).

* Excellent written and verbal communication skills, with the ability to synthesize complex information into concise, compelling portfolio narratives.

* Relevant qualifications or certification in business, data analytics, or project management, with experience in regulated, financial, or member‑based organisations viewed favourably.
