At Moree Plains Shire Council, we are looking for an innovative, strategic, and analytical leader to join us as our Manager Planning & Regulatory Services. If you have sound judgement and a commitment to high-quality planning outcomes for our community, we want to hear from you.

The Opportunity

Reporting to the Director Planning & Development, you will lead Council's planning functions and provide governance oversight for associated regulatory services. This role provides professional leadership in development assessment and strategic planning while ensuring compliance functions—including Ranger Services, Environmental Health, and Biosecurity—are legally robust and integrated into Council's corporate framework.

Your key responsibilities will include:

* Leading high-quality planning services, including development assessment, pre-lodgement advice, and the implementation of planning instruments and technical standards.
* Managing multidisciplinary teams, overseeing the effective integration of planning, compliance, environmental health, and ranger functions.
* Establishing consistent frameworks and procedures for transparent, robust, and risk-based regulatory decision-making.
* Providing expert planning advice to the Executive Leadership Team and Council through high-quality professional reports and briefings.
* Representing Council in negotiations, inter-agency forums, and legal proceedings while maintaining constructive stakeholder relationships.
* Driving continuous improvement by responding to legislative reform, emerging industry practices, and organisational priorities.
* Managing the team budget and contributing to the implementation of Council's Operational Plan and Delivery Programme.

About You

You are a communicative leader with strong adaptability and learning agility. You possess the integrity required for transparent decision-making and the ability to manage complex projects while providing clear direction to professional staff.

To succeed in this role, you'll bring:

* Tertiary qualification in Urban and Regional Planning, Environmental Planning, or a related discipline.
* Extensive experience in statutory and strategic planning, including the assessment of development applications and the application of planning controls.
* Proven experience leading professional teams and overseeing regulatory or compliance functions.
* Strong ability to interpret and apply the NSW legislative framework to local government functions.
* Exceptional written and verbal communication skills, with the ability to negotiate effectively with diverse stakeholders.
* Strong analytical and time-management skills, supported by sound digital literacy.

Required Tickets, Licences and/or Qualifications:

* Current Class C Driver's Licence.

Required Clearances and Checks:

* National Criminal History Check.
* Pre-employment medical, which may include drug and alcohol testing.
