Unique opportunities to join a prominent team dedicated to investigating alleged improper conduct by public officials and organisations in the NT.
The Office of the Independent Commissioner Against Corruption (NT) plays a crucial role in ensuring integrity and accountability in public administration. Established under the Independent Commissioner Against Corruption Act 2017 (ICAC Act), the OICAC focuses on preventing, detecting, investigating, and responding to improper conduct within government entities, local government councils, elected members and organisations that receive funds from the government. It also develops and delivers educational activities on improper conduct.
Currently the OICAC has vacancies for both a Legal Officer and a Senior Lawyer. The Selection Panel will assess applications against each level and will make offers of employment based on the successful applicant's experience and qualifications.
As a Legal Officer (P2) you report to the General Counsel and provide independent, timely and accurate legal advice, guidance and support to staff involved in assessments, investigations, evaluations, reviews and prevention activities. Your will be responsible for preparing and assisting in the preparation of reports, including investigation reports and general reports, contributing to the development of policies and procedures, contributing to the management and administration of inquiry processes. Additionally, you will instruct counsel in respect of examinations conducted pursuant to the ICAC Act.
Ideally, you will need to have a degree in law or be eligible for admission as a legal practitioner in the Northern Territory, have the ability to provide legal advice in relation to criminal law, public law and administrative law and produce high quality written legal advice that is clear and easily understood. High quality communication and organisational skills, with the ability to work under pressure, is essential.
As a Senior Lawyer (SP1) you play a pivotal role in the provision of high-quality expert legal advice to support the statutory functions of the ICAC and to assist in identify and responding to strategic legal issues associated with the discharge of statutory functions. This involves advising on matters associated with investigations, including the exercise of powers, applications for warrants, briefs of evidence, management of exhibits and legislative compliance obligations. Additionally, you will represent the ICAC in the Supreme Court of the Northern Territory and in other courts/tribunals as required and appear as counsel assisting in examinations conducted pursuant to the ICAC Act.
It is essential you have been admitted to the Supreme Court of the Northern Territory or are eligible for admission, have experience in advocacy, and a commitment to maintaining confidentiality and upholding integrity. Strong communication skills, the ability to distil complex legal concepts into appropriate worded policies and processes, and present complex legal matters in clear, cogent and understandable manner.
