Position Title: APS6/EL1 Project Manager
Employment Type: Labour hire (approx 12 months with potential to extend)
Location: Canberra, ACT
Hourly Pay Rate: Negotiable dependent on skills and experience
Security Clearance/Requirements: Must hold minimum Negative Vetting 1 clearance at time of application
Working Arrangements: Onsite in Canberra. Domestic and/or overseas travel may be required - required vaccinations must be obtained where applicable (costs covered by the Department).
ABOUT THE ROLE
A Federal Government Department is seeking an experienced APS6/EL1 Project Manager to manage complex security infrastructure projects and provide advisory services to ensure projects meet strict security and compliance requirements. This role will see you leading projects across the full lifecycle - from inception through to closeout and transition to business-as-usual operations - while ensuring compliance with the Protective Security Policy Framework (PSPF) and relevant technical security standards.
KEY RESPONSIBILITIES
* Apply knowledge of the PSPF and relevant security technical standards to project delivery
* Manage projects through all five phases: Initiation, Design & Documentation, Delivery, Handover/Takeover (HOTO), and Defects Liability Period (DLP)
* Lead project scope, schedule, budget, risk and quality management activities
* Manage contract administration, procurement activities and vendor performance
* Monitor and control project variations through formal change control processes
* Prepare and present governance documentation including project plans, schedules, risk registers, issue logs and status reports
* Provide regular reporting and verbal updates to project boards and senior stakeholders
* Manage financial forecasting, cost estimation, contingency planning and budget oversight
* Develop and coordinate change management and communications artefacts
* Ensure compliance with relevant legislative obligations (e.g. WHS, Disability Discrimination Act, NCC/BCA where applicable)
* Coordinate project handover, completion documentation and lessons learned
SKILLS AND EXPERIENCE
* Demonstrated experience delivering complex projects from inception to closure within an Australian Government environment
* Proven capability managing teams and resources within matrix organisational structures
* Strong understanding of the Protective Security Policy Framework (PSPF) and security compliance requirements
* Experience delivering infrastructure or security-related projects
* Demonstrated experience in procurement, contract management and vendor management
* Strong financial management, governance and risk management capability
* High-quality documentation skills across project artefacts (plans, schedules, registers, reports)
* Ability to manage multiple concurrent and challenging projects
* Strong stakeholder engagement and communication skills (written and verbal)
* Solid knowledge and practical application of project management methodologies
ELIGIBILITY
Applicants must be Australian Citizens and hold a Negative Vetting Level 1 (NV1) security clearance or higher.
Travel (domestic and/or international) may be required.
