About us The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. The Economic Division leads the development of advice to the Government, and implementation of priority projects, for key economic and policy priorities including economic strategy, regulatory reform, housing, social policy, government tax policy and intergovernmental financial relations to drive improvements in Victoria's productive and efficient resource allocation, competitiveness and equity across the economy. Regulation Group aims to support the Victorian Government in growing employment, material living standards and economic activity. We do this by supporting the Government's agenda to boost Victoria's productivity and providing advice including on improving how government agencies regulate, risk and insurance policy, and local government. We also provide strategic advice, based on Pricing for Value Guidelines, to support policy development on fees related to government services, including regulatory fees. The Central Partnership Team has been established to support implementation work of the Economic Growth Statement and is responsible for undertaking a multi-year, significant regulatory reform program partnering with multiple departments and regulators. The work of the Central Partnership Team also supports and is supported by the whole of Victorian Government regulatory reform program. About the role The Policy and Reform Lead is responsible for supporting the design and implementation of regulator consolidation reforms in partnership with departments and regulators. The Policy and Reform Lead will achieve this by working with departments and regulators to plan, design and draft policy and legislation reform in a consistent manner to deliver on the reforms identified in the Economic Growth Statement. This role will also be responsible for managing a small team. Key accountabilities This position has the following responsibilities: * Provide thought leadership to develop and guide DTF's position on key issues. Work independently and lead project and policy teams to deliver: * practical advice on economic and policy issues for senior management and government * research on complex economic, financial and/or public policy issues * briefings and policy advice that are timely, accurate, accessible, fit-for-purpose, and supports the strategic direction of the work group and department * legislative reform. * Communicate with, negotiate and influence, internal and external stakeholders on difficult and sensitive reform issues. * fostering a positive team culture * prioritising and managing workflow * managing staff, including providing feedback and supporting career learning and development * planning and setting the direction for the team's work. About you We are seeking applications from candidates with demonstrable experience in: * demonstrated ability to analyse complex policy and legal issues to identify key risks and to assess the implications of policy ideas. * proven ability to lead major pieces of work and provide strategic and influential advice to senior management or government on key policy reform issues. * extensive experience preparing high quality verbal and written briefings and advice; including the ability to convey complex issues persuasively and effectively in plain language; and * experience in building relationships and working with internal and external stakeholders to negotiate and persuade to achieve results * demonstrated capacity to solve complex and ambiguous problems * experience in using economic frameworks and principles, and/or experience in policy development/reform and advice is preferred * experience leading a team, driving a positive culture, providing feedback and supporting others to pursue common goals * strong experience in providing timely and fit-for purpose advice and products for key stakeholders, experience in managing complex projects would be advantageous. Experience and Qualifications Tertiary qualifications in Economics, Public Policy, Law or a related field are required.
