You'll join the team delivering the Bus Solution package of the Opal Next Generation (ONG) program—an exciting, high-impact initiative that will reshape how passengers plan journeys, pay for travel, and access real-time information across the NSW Opal-enabled bus network.

As Project Manager, you'll take responsibility for end-to-end delivery of assigned workstreams from mobilisation through to handover within the TfNSW ONG Bus System project, working under the direction of the Program Director. This role has accountability for workstream outcomes across scope, schedule, budget, and quality.

You will be able to operate with a high degree of independence, translate contractual obligations into structured delivery plans, manage multi-disciplinary teams across a globally distributed program, and maintain strong stakeholder relationships in a complex government environment.

Workstream Delivery & Planning:

Own end-to-end delivery of assigned workstreams, ensuring all contractual commitments, scope, timelines, and quality outcomes are met within those streams.

Develop and maintain detailed workstream delivery plans, translating contractual and scope inputs (SoW, WBS, compliance matrices, pricing assumptions) into structured, actionable schedules.

Track progress against scope, schedule, and budget at a workstream level, intervening early when any of the three drift and escalating to the Program Director where required.

Identify and manage workstream-level risks, issues, actions, and decisions, maintaining RAID logs and other core artefacts to a high standard.

Coordinate inputs across cross-functional delivery teams including engineering, software, hardware, operations, customer success, and finance, ensuring delivery activities within workstreams remain aligned and on track.

Ensure workstream outputs and deliverables meet quality standards and PMO requirements, coordinating reviews, approvals, and signoffs as required.

Scope & Change Control:

Act as the workstream-level gatekeeper of scope: every change, however small, is identified, assessed for impact on cost, time, and quality, and routed through the agreed change control process.

Maintain a clear, baselined scope understanding for assigned workstreams and ensure all team members and stakeholders share a single, current view of what is and is not being delivered.

Distinguish between in-scope delivery, scope creep, and chargeable change, and surface commercial implications to the Program Director promptly.

Maintain accurate change and variation registers for assigned workstreams, supporting commercial governance and milestone billing processes.

Stakeholder & Communications Management:

Serve as the primary delivery contact for workstream-level stakeholder engagement, managing relationships across internal teams, technical partners, and where directed, client representatives.

Prepare and deliver clear, decision-ready workstream status updates, exception reports, and escalation packs for the Program Director, PMO, and governance forums as required.

Communicate effectively across technical and business audiences, translating complex detail into clear, relevant messages for engineers, client teams, and executives.

Facilitate workstream meetings and workshops that surface real issues and produce actionable outcomes, ensuring follow-through on decisions and actions.

Coordinate with the Senior Project Officer on change management, communications, and stakeholder readiness activities related to assigned workstreams.

Track workstream-level budgets and expenditure, forecasting monthly and implementing corrective actions as needed.

Collaborate with the Program Director, Project Controller, and Finance on month-end processes, variance analysis, and revenue milestone inputs relevant to assigned workstreams.

Support accurate invoicing, cash collection, and financial reporting by ensuring workstream delivery milestones are tracked and evidenced in line with contractual requirements.

Proactively identify financial risks or variances and escalate with clear analysis and recommended actions.

Risk, Issues & Quality:

Lead proactive identification, assessment, ownership, and mitigation of workstream-level risks and issues, ensuring they are visible, dated, and actioned.

Escalate program-level risks or cross-workstream dependencies to the Program Director, with clear analysis and recommended mitigation options.

Drive quality assurance across workstream deliverables, tracking reviews, approvals, and signoffs and ensuring audit and quality check actions are closed out.

Ensure compliance with project governance standards, PMO frameworks, and contractual obligations across assigned workstreams.

PMO & Governance:

Contribute to program-level governance processes including reporting cycles, steering committee packs, and assurance checkpoints, providing workstream inputs on time and to a consistently high standard.

Adhere to and reinforce PMO standards for document management, version control, reporting, and delivery discipline across assigned workstreams.

Support the Program Director in representing workstream progress and performance in governance forums, escalating risks and decisions with appropriate context.

Transition & Handover:

Lead transition and handover planning for assigned workstreams into operational support, ensuring readiness is tracked and evidenced ahead of key milestones.

Coordinate preparation of handover documentation, training materials, and operational readiness artefacts for assigned workstreams in line with program handover standards.

What You'll Bring to the Role:

Strong project management experience on complex, multi-year technology or systems delivery programs, preferably within government, transport, or regulated environments.

Demonstrated experience owning and delivering specific workstreams within a larger program, with accountability for scope, schedule, budget, and quality.

Proven track record managing projects or workstreams involving software, hardware, and systems integration in field‐deployed or operational environments.

Strong commercial acumen, including contract interpretation, scope control, change control, and workstream-level financial management.

Ability to develop and maintain detailed, risk‐aware delivery plans — not just milestone-level schedules — and intervene effectively when delivery drifts.

Exceptional stakeholder management and communication skills, including the ability to translate between technical and non‐technical audiences at all levels.

Demonstrated ability to produce clear, concise, decision‐ready written communications including status reports, exception reports, and escalation packs.

Strong facilitation skills, with the ability to run meetings that surface real issues and produce actionable outcomes rather than status theatre.

Sound knowledge of project management methodologies and PMO concepts, with the ability to operate with a high degree of independence within a defined program governance framework.

Proficiency with project tools, document management, and reporting systems.

Experience working across multi‐disciplinary teams including engineering, software, hardware, and operations in a globally distributed delivery environment.

Familiarity with enterprise transit technology solutions, fare collection, ITS, or safety‐critical systems is desirable.

Experience delivering complex technology programs involving cloud platforms, Linux‐based or containerised environments, or hardware‐enabled field‐deployed systems is desirable.

Tertiary qualification in engineering, computer science, business, or a related field is desirable.

Ability to work across multiple time zones, including Europe, which may require flexibility in working hours.

Ability to attend up to four days per week on‐site, split between TfNSW stakeholder locations and the program delivery office as required by project phase.

Ability to travel interstate and internationally occasionally to coordinate with global teams.
