Within Transport for NSW, the Road Maintenance and Resilience Division is responsible for the safety, reliability and long-term performance of the NSW road network. The Sydney Road Network Maintenance function spans one of the most complex operating environments in the state, incorporating a combination of tier-one and tier-two outsourced maintenance arrangements alongside significant in-house delivery capability, including the direct maintenance of the Sydney Harbour Bridge, tunnel and precinct.

The opportunity
Reporting to the Deputy Secretary, Road Maintenance and Resilience, the Executive Director, Sydney Road Network Maintenance provides executive leadership for the end-to-end maintenance and operational stewardship of Sydney's metropolitan road network. The role encompasses accountability for a complex hybrid delivery model, including large-scale outsourced maintenance contracts across the Sydney road network, a substantial in-house workforce of approximately 170 people delivering high-risk, safety-critical maintenance at the Sydney Harbour Bridge, tunnel and precinct, and a central function responsible for setting standards, driving consistency, and providing performance oversight and coordination across the network.

This role carries accountability for whole-of-life asset performance, requiring a long-term, system-wide view of asset condition, resilience, lifecycle optimisation and value for money. You will lead the uplift of asset management practice, moving the organisation beyond compliance-based maintenance to a mature, disciplined and future-focused approach to managing one of the state's most critical networks.

This is a significant change leadership role - driving greater consistency across delivery models. You will be expected to reset expectations, reduce reliance on external consultants, strengthen internal capability, and inspire a cohort to operate as a cohesive, high-performing executive team.

About you
You are a senior infrastructure leader with deep experience in operations and maintenance, ideally within road or similarly regulated, safety-critical environments. You bring strong asset management fundamentals and a practical understanding of whole-of-life asset stewardship, even where ownership and operational responsibilities are shared.

You have led large teams through reform and cultural uplift - setting clear standards, building leadership capability, and driving consistency across disparate operating models. Your experience includes managing complex contracts, major maintenance programs and performance-based delivery environments, with a clear understanding of the levers required to influence outcomes.

You are comfortable engaging with frontline workers in high-risk environments, while also advising senior executives and Ministers' offices with confidence and judgement. While Government experience is not essential, you must be able to quickly adapt to public-sector decision-making and operate effectively in a highly visible, politically sensitive context.

This role will suit a proven executive leader with the gravitas to take charge, reset expectations and lead a significant reform agenda - embedding stronger asset management discipline, operational excellence and long-term value for the people of NSW.
