An exciting opportunity is available within Delivery Support Services for an experienced and qualified Manager, ICT Procurement and Contracts to lead a team of up to four principal procurement and contract officers and manage procurement activities and contracts for professional services engagements across the Delivery Services Branch, eHealth Queensland.
The role:
Reporting to the Director, Project Support; the Manager ICT Procurement and Contracts will provide probity, procurement and contract management expertise and undertake both strategic and tactical procurement activities to enable the successful delivery of large scale, and complex ICT programs and projects.

* Manage and continuously improve ICT procurement and contract management services supporting programs and projects within the Delivery Services Branch.
* Exercise procurement delegation and lead end-to-end sourcing processes — including procurement planning, development of invitation documentation, risk management, invitation documentation, market engagement, evaluation and contract negotiation.
* Partner with the Director, Contracts and Procurement, Operations and Performance Branch to maintain a consolidated forward procurement schedule and establish effective procurement pathways for capital-funded ICT programs and projects.
* Provide high-quality procurement advice and services across the full contract lifecycle — planning, formation, management, administration, renewal and variations.
* Ensure all procurement activities comply with the Queensland Procurement Policy and eHealth Queensland procurement business rules.
* Monitor supplier performance and contract compliance to ensure the terms and conditions of those contracts are being adhered to including the need for variations.
* Maintain a detailed documentary record of procurement processes, decisions and contractual arrangements undertaken ensuring the audit trail is adequately maintained and documented for probity, accountability, and audit purposes.
* Prepare submissions, reports and briefing materials, providing expert advice to senior management and key stakeholders.
* Lead, coach and mentor a capable team of ICT procurement specialists, managing workload and fostering an ethical, safe and high-performing culture focused on continuous improvement.
* Apply strong communication, stakeholder engagement and negotiation skills to build effective relationships with internal and external partners.

To be successful in this role you will meet the following assessment criteria:
* Comprehensive knowledge and proven ability to understand a range of legal and contractual requirements within state government or health service environment.
* Demonstrated experience to lead and manage the development and implementation of procurement sourcing and contract management strategies.
* Demonstrated experience leading a contract and procurement service within a large and diverse organisation, including the provision of impartial and forthright procurement advice.
* Builds and sustains relationships with a network of key people internally and externally and demonstrates capacity and experience in people management to deliver high quality procurement services in keeping with wider strategy objectives.
* Demonstrated high level analytical and problem-solving skills, relevant to managing complex issues. This includes the capacity to define and establish priorities, work under pressure, and meet deadlines in an organisational environment of rapid change.
* Proven negotiation, consultation, facilitation and effective written and oral communication skills for use in a complex program/project environment.
* Proven experience in leading, managing and mentoring an effective multi-disciplinary team (Leadership Competencies for Queensland).
