Primary objective
Provide high-level advice and lead the delivery of critical systems, applications and technological solutions to support the strategic
and operational needs of client agencies and DCDD in line with NT Government priorities.
Key duties and responsibilities
1. Lead a team to identify, develop, implement, maintain, enhance and/or retire enterprise and business level systems within client
agencies, including building the capacity of others to achieve best practice standards and promptly dealing with under-
performance.
1. Provide high-level technical advice and expertise regarding critical agency applications and business systems, working with
stakeholders and clients to identify, assess, analyse, design, develop, test, document and implement solutions to problems and
requests for modifications.
1. Build and maintain effective stakeholder and client relationships with a broad range of people from differing professional and
cultural backgrounds to support the delivery of projects on time and within budget.
1. Research, monitor and evaluate effective approaches to service delivery and asset life cycle management, and assist with
procurement and contract management processes including preparing related documentation.
1. Stay abreast of trends within areas of specialist responsibility to ensure the provision of quality and contemporary strategic and
operational advice, including demonstrating sound leadership practices and role modelling appropriate behaviour.
1. Contribute to the development and implementation of systemic policies, procedures and projects to support DCDD's and the
NT Government's strategic and operational digital objectives.
Selection criteria
Essential
1. Significant experience in ICT system management and analysis including application support and fostering continual
improvement through innovative strategies and programs, preferably in complex and integrated ICT operational settings.
1. Contemporary knowledge of enterprise level information technology management, systems and applications and the proven
ability to source and apply specialist knowledge when required.
1. Project management experience including applying governance and risk management methodologies and contributing to
procurement and contract management activities.
1. High-level business planning experience including providing evidence-based recommendations based on research, analysis and
evaluation.
1. Experience leading a team, building the capacity of others and fostering service practice excellence across workplaces.
2. Effective interpersonal, verbal and written communication skills, and demonstrated success cultivating productive working
relationships with people of diverse professional and cultural backgrounds.
1. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative and
respectful.
Desirable
1. Degree level tertiary qualification in a relevant discipline, e.g., ICT, business administration.
1. Relevant ITIL (Information Technology Infrastructure Library) qualification.
2. General understanding of strategic planning policy development processes to contribute to systemic improvement.
