About the role

The Senior Specialist Monitoring and Evaluation (M&E) will support the development and implementation of M&E frameworks that align with Australian Red Cross' organisational objectives of the desired outcomes of the international program.

There will be a particular focus on building the capacity of Red Cross and Red Crescent National Societies in the Asia Pacific region to develop and implement organisational M&E frameworks and systems. This is an important foundation for National Society strengthening and will also support National Societies to program, deliver and report on the outcomes of Australian Red Cross support.

You will also have the opportunity to lead and participate in research and evaluation projects that seek to: advance knowledge, solve problems, understand the outcomes of humanitarian action, inform continuous improvement and contribute to the global body of knowledge.

You will be part of a network of MEL Specialists within Australian Red Cross, National Societies and the sector more broadly. Together you will be seeking to strengthen a culture of community accountability and evidence-based practice across the Movement.

Day to day you will

* Work with National Societies to strengthen their systems for monitoring, evaluation and evidence-based decision making.
* Support the collation and analysis of data from multiple sources to understand impact at a portfolio level
* Develop and deliver a strategy to build the capacity of program staff and partners to effectively monitor and evaluate the delivery of their work.
* Deliver, contribute to or manage large scale internal and external program evaluations, including liaising with external research institutions.
* Prepare reports and briefings for leaders and stakeholders that provide accurate and consolidated program performance information to articulate collective impact and provide actionable insights to improve program performance.

What you will bring

* Substantial experience developing monitoring and evaluation frameworks and data collection tools across a range of community-based programs and/or supporting the capacity development of humanitarian institutions internationally.
* Strong technical knowledge of quantitative and qualitative data analysis, particularly in mixed-methods approaches. Ability to apply these techniques in low-capacity, resource constrained environments.
* Demonstrated ability to build the capacity of cross-cultural teams to collect and use data to inform governance and decision making.
* Proven ability to synthesis large data sets to provide insights on service improvements and high level collective impact across diverse programs
* Proven ability to communicate complex data and evaluation insights in a simple yet compelling way to a range of audiences
