This parental leave position is for a Talent Acquisition Officer commencing early December 2025. Moira Shire Council is reimagining local government with fresh ideas and a community-focused approach. Key Responsibilities and Functions
Workforce Planning
* In collaboration with the Manager People and Culture, participate in workforce planning and succession planning activities.
Attraction
* Assist with all aspects of creating attraction strategies for sourcing talent in line with organisational policy.
* Provide advice to managers on strategies to attract high quality applicants.
* Strengthen the Council's position in the employment market.
* Implement a range of sourcing and attraction initiatives, including proactive identification and approach of potential candidates using seek, LinkedIn, Indeed or industry forums, and build networks into target talent markets.
* Devise initiatives that support diversity and inclusion across the workforce.
Recruitment and Selection
* Assist with the creation and implementation of recruitment and selection activities in line with organisational policy.
* Review and maintain recruitment resources, particularly interview guides aligned with the competency framework.
* Develop resources and provide education to upskill managers in recruitment and selection.
* Participate in interviews when required to build manager capability.
* Provide management with efficiencies in recruitment and selection processes, including through the enablement of technology.
Contracting and Onboarding
* Support leaders to make offers to successful candidates, including creation and distribution of contracts of employment and onboarding paperwork.
* Maintain a suite of best practice contracts and onboarding documents.
* Collaborate with the People & Culture team to onboard new employees and set them up for success.
Traineeships, Apprenticeships and Work Experience
* Collaborate with organisational leaders to facilitate traineeships, apprenticeships and work experience placements to promote careers at Council and assist with attraction and retention of the workforce.
* Liaise with external stakeholders to ensure placements are administered appropriately and in line with relevant legislation and guidelines.
Labour Hire
* Work with labour hire companies to ensure contractual obligations are met and staffing requirements are maintained.
Change Agent
* Identify opportunities for best practice ways of working and process improvements to enhance Council operations.
* Support leaders and employees through a humanistic approach to change and continuous improvement.
Role Details
* This role is offered as flexible in capacity (full time or part time), experience (2+ years or limited direct experience) and remuneration level (Band 5 or 6 depending on qualifications and experience).

Skills and Experiences

* Qualifications in a human resources or business-related discipline and/or experience in a related field.
* Demonstrated knowledge of recruitment and selection processes.
* A passion for recruitment and ideas regarding contemporary advertising and promotion for recruitment purposes.
* Highly developed computer skills including Microsoft Word and Excel and other programs.
