We are seeking an experienced Program Manager Disability Services to lead the operational delivery, quality, compliance and growth of our Disability Services programs.
This is a leadership role suited to someone who thrives in complexity, understands the NDIS deeply, and can confidently lead teams, systems and services to deliver excellent outcomes for clients.

About the role
Reporting to the General Manager Disability Services, the Program Manager is responsible for end-to-end oversight of disability service delivery, including compliance, quality, workforce leadership, financial stewardship and continuous improvement.
You will lead Program Support Officers, Group Leaders and Support Workers, while maintaining a small client caseload and strong relationships with clients, families and external stakeholders.

Key responsibilities
Service delivery & client outcomes
* Oversee high-quality, person-centred disability services aligned with NDIS, legislative and best-practice requirements
* Manage client intake, support design, budgets, rosters and ongoing service delivery
* Review and analyse NDIS supports delivered and coordinate plan reviews
* Attend client and family meetings, including support coordination and review meetings
* Maintain positive, transparent relationships with clients, families and carers
Quality, compliance & risk
* Oversee NDIS Quality & Safeguards, ISO requirements and WH&S obligations
* Ensure all documentation, procedures, work instructions and registers remain current
* Lead internal audits and preparation for external audits
* Oversee reportable incidents and restrictive practices, reporting to GM and CEO, and implementation of corrective actions
Training & workforce capability
* Oversee all Disability Services training compliance across the workforce
* Support Team Leaders with organising client-specific training and ensure currency aligned to NDIS and client needs
* Lead recruitment, onboarding, allocation and performance management of Support Workers and leaders
* Provide supervision and support
Financial & operational oversight
* Monitor Disability Services budgets and expenditure
* Compile and oversee NDIS budget delivery
* Liaise with Finance on budget issues and risks
* Manage overtime and workforce utilisation
* Review Team Leader reports and service data to inform decision-making
Leadership & continuous improvement
* Provide high-level operational support to the General Manager
* Lead continuous improvement, innovation and service development initiatives
* Design, implement and oversee group programs and participation ratios
* Represent YellowBridge in sector forums, stakeholder meetings and committees
On-call & escalation
* Provide on-call leadership backup
* Develop and oversee on-call rosters, registers and staff readiness

About you
You are a confident, organised and values-driven leader who understands how to balance compliance, people leadership and client-centred practice.
You will bring:
* Diploma of Community Services or higher
* Extensive experience in NDIS disability service management
* Strong knowledge of NDIS Quality & Safeguards, restrictive practices, incident management and audits
* Proven experience leading multidisciplinary teams and managing performance
* Strong financial acumen, including NDIS budgets and service sustainability
* Exceptional communication, relationship-building and problem-solving skills
* High-level organisational, reporting and data management capability
Experience with ISO systems, continuous improvement and service growth will be highly regarded.
