About The Role
As the Team Leader (Risk and Insurance), you will lead Council's enterprise risk and insurance functions, helping to strengthen organisational resilience and support informed decision‑making. This is a senior, influential role that offers the opportunity to shape risk practice across a large and complex organisation, work closely with executive leaders, and build a strong risk‑aware culture that supports Ipswich's continued growth.
Key responsibilities:
* Lead the development and implementation of Council's enterprise risk management, insurance, fraud and corruption prevention, and business continuity frameworks in line with legislative and regulatory requirements.
* Provide expert advice and assurance to the Executive Leadership Team, senior leaders, and the Audit and Risk Committee on risk, insurance, and internal control matters.
* Manage Council's insurance portfolio, including policy renewals and oversight of claims administration, ensuring effective and efficient processes.
* Lead, coach and develop the Risk and Insurance team, building capability and supporting high‑quality outcomes.
* Build organisational risk capability by embedding risk management principles into planning, governance, and decision‑making processes.

About You
To be successful in this role, you will be an experienced risk professional who can provide confident leadership, pragmatic advice, and build strong working relationships across the organisation. You will bring a solutions‑focused approach, sound judgement, and the ability to translate risk principles into practical outcomes in a complex environment.
You will bring:
* Demonstrated experience in leading enterprise risk management, insurance, fraud and corruption prevention, and business continuity activities, ideally within a public sector or local government environment.
* Strong knowledge of contemporary risk management principles, frameworks and standards, supported by an understanding of the legislative and procedural environment relating to insurance.
* The ability to provide clear, practical and trusted advice to senior leaders, executives and governance committees.
* Well‑developed leadership skills, with experience coaching and developing teams and building organisational capability.
* High‑level analytical, research and problem‑solving skills, including the ability to prepare clear written reports and recommendations.
* Excellent communication and interpersonal skills, with the ability to influence stakeholders and adapt your approach to suit different audiences.
Mandatory requirements:
* Tertiary qualifications in Risk Management, Business, Commerce, Law, Public Administration or a related discipline.
* Relevant postgraduate qualifications in risk management, governance or business.
* Certified Practising Risk Manager (CPRM) or equivalent professional certification.

This is a permanent full time position, with a salary commencing at $133,272 plus 12.5% superannuation.
