We're seeking an experienced Site Engineering Telecom Implementation Manager to lead the end-to-end delivery of a large-scale rail radio systems replacement program.
This role will oversee all site engineering, construction, and telecom implementation activities across multiple rail sites, ensuring that complex LTE/4G (EUTRAN), EPC, and transmission systems are deployed safely, efficiently, and to exacting standards.
You'll lead multidisciplinary site teams, manage subcontractors, and ensure that all installations, testing, and commissioning meet strict technical, quality, and HSE requirements within the Public Transport Authority (PTA) environment.

Key Responsibilities
Project Delivery & Construction Management
* Manage all site solutions and design activities, ensuring compliance with PTA, Australian, and International Standards.
* Oversee the installation, configuration, and commissioning of LTE/4G radio sites, backhaul transmission nodes, fibre networks, and supporting infrastructure.
* Coordinate the build and integration of antenna structures, cable containment, cabinets, and indoor/outdoor equipment racks.
* Manage electrical systems — AC/DC power, rectifiers, batteries, earthing, and bonding, ensuring quality, safety, and accessibility.
* Lead internal and external communications on site progress, risks, and design updates.
Technical & Engineering Oversight
* Review and validate Detailed System Design (DSD) and Issued for Construction (IFC) documents for accuracy and constructability.
* Manage Engineering Change Notices (ECNs) and deviation requests to ensure all changes are controlled and approved.
* Ensure correct installation and optical testing (OTDR, loss measurements) for fibre networks.
* Verify materials, consumables, and components against specifications and environmental conditions.
Testing, Commissioning & Quality Assurance
* Plan and manage all Inspection, Testing, and Commissioning (ITC) stages, from Manufacturer Verification (MV) through FAT, PV, SAT, and System Performance Testing (SPT).
* Oversee defect identification, remediation, and documentation through to acceptance.
* Ensure compliance with the Quality Management Plan (QMP) and Inspection/Test Plans.
Team & Stakeholder Leadership
* Lead and mentor site engineering and implementation teams, fostering a strong safety and delivery culture.
* Serve as the main point of contact for site-related issues, coordinating with design, construction, and operational stakeholders.
* Engage with the principal's representatives, interfacing contractors, and communications teams on progress, risks, and milestones.
Documentation & Reporting
* Ensure all as-constructed documentation, cable schedules, drawings, and asset data are completed accurately.
* Maintain registers for ECNs, deviations, and test reports.
* Contribute to power reports, EMI/EMC reports, and KPI validation documentation.
About You
You are a results-driven technical leader with a strong foundation in telecommunications infrastructure delivery, exceptional attention to detail, and the ability to manage large-scale field implementation programs in regulated environments.
Skills & Experience Required
* Bachelor's degree in Telecommunications, Electrical, or Civil Engineering (Master's or PMP certification desirable).
* 8–10+ years' experience managing telecommunications implementation or network infrastructure projects.
* Proven expertise in LTE/4G (EUTRAN), EPC, Backhaul Transmission Networks (BTN) and site engineering.
* Demonstrated success in construction, electrical installations, and fibre network deployment.
* Strong knowledge of PTA, Australian, and International Standards (e.g., AS/NZS 3000, EN
* Hands-on experience managing ITC processes, including FAT, SAT, and SPT.
* Excellent communication, leadership, and stakeholder management skills.
* Understanding of RF, EME, EMI/EMC compliance, and power protection schemes.
* Experience managing teams in rail or critical infrastructure environments is highly regarded.
