Senior Business Analyst


Location: Canberra, ACT (on-site/hybrid as required)

Clearance Requirement: Must be an Australian Citizen and able to obtain Baseline Security Clearance

Engagement Type: 12 months daily rate contract (Initial Term + Extensions)

Positions Available: 2


Position Summary


We are seeking two highly skilled Senior Business Analysts to join a government project team in Canberra. These roles will support digital transformation and platform delivery activities, focusing on business process improvement, solution design, and cross-functional collaboration.

Reporting to the Director - Enterprise Platforms and Project Managers, you will play a pivotal role in capturing and translating business requirements into actionable solutions. Your work will support projects across areas such as regulatory reform, safety compliance, and platform modernisation.


Key Duties and Responsibilities

* Lead business analysis activities across IT and transformation projects.
* Engage stakeholders, SMEs, and vendors to gather and validate business requirements.
* Develop and document high-level and detailed business, functional and non-functional requirements.
* Design business solutions, user pathways, process maps, and information flows.
* Act as the conduit between business stakeholders and technical teams to ensure shared understanding and project success.
* Contribute to continuous improvement initiatives across IT and business processes.
* Support planning, testing, and implementation phases with clear traceability and alignment to business needs.


Mandatory Requirements

* Minimum 5 years' experience as a Business Analyst on government (federal or state) projects.
* Proven track record of producing high-quality documentation such as business requirements, user stories, guidelines, process flows, and procedures.
* Excellent communication skills, with the ability to facilitate workshops, manage priorities, and foster collaborative stakeholder relationships.
* Relevant Business Analyst certification (e.g., CBAP, CCBA, PMI-PBA or equivalent).
* Experience delivering solutions aligned with legislative or regulatory changes.
* Strong domain knowledge in vessel safety or similar regulatory environments (e.g., road, air, maritime).


Desirable Criteria

* Experience in incident, emergency, or first responder management projects.
* Experience in producing outcome-focused documentation such as business blueprints or solution overviews.
* Familiarity with Agile methodologies and facilitating scrums using Azure DevOps.
* Experience with tools or platforms including Dynamics 365, SmartIQ (Intelledox), HTML forms, portals, or identity management services.


Additional Information

* This is a Canberra-based position; relocation may be considered for exceptional candidates.
* Flexible working arrangements may be available based on project needs.
* The ability to obtain and maintain a Baseline Security Clearance is essential.
