Your role
The Executive Director, Strategy, Contracts and Commissioning provides senior executive leadership across Corrective Services NSW's (CSNSW) strategy, commissioning, infrastructure planning and contract management functions. This role shapes the long‐term direction of reintegration, infrastructure and commissioning activities, ensuring services are evidence‐based, agile, value‐for‐money and aligned with CSNSW's strategic priorities, particularly in reducing reoffending and improving reintegration outcomes.
A key advisor to the Commissioner and Deputy Commissioner, the role oversees major contracted service delivery arrangements, leads infrastructure strategy and investment planning, and manages complex negotiations across government and industry to deliver sustainable correctional services.
What You'll Do
* Lead the development and delivery of CSNSW's infrastructure strategy and long‐term planning to ensure facilities meet design, safety, capacity and operational requirements.
* Oversee the development of infrastructure business cases and work closely with NSW Treasury and government stakeholders to secure future funding.
* Lead contract management, compliance and transition processes for outsourced custodial and security services, ensuring performance, probity and alignment with legislative and policy standards.
* Provide strategic advice to the Deputy Commissioner, Commissioner and CSNSW Executive on infrastructure, commissioning and contracted service delivery matters, including Ministerial submissions.
* Ensure Strategy, Contracts and Commissioning functions are fit‐for‐purpose, future‐focused and responsive to changes in operational priorities, population pressures and external system shocks.
* Monitor national and international trends to apply best practice in commissioning, outsourcing, infrastructure planning and correctional service delivery.
* Oversee safe and productive inmate participation in industry activities aligned with case management and reintegration goals.
* Lead the development and delivery of multiple complex programs of work across commissioning, infrastructure and operational strategy, managing risk and ensuring successful outcomes.
* Build strong partnerships with internal leaders, NSW Government agencies, industry providers and community stakeholders to support integrated service delivery and collaborative reform.
* Provide senior leadership across CSNSW, contributing to capital investment planning, service transformation and strategic prioritisation.
* Manage significant budgets, resources and contract portfolios to meet CSNSW's strategic and operational objectives.
What We're Looking For
* Extensive senior executive experience leading complex commissioning, contract management, infrastructure planning or large‐scale operational programs.
* Deep expertise in managing outsourced or contracted services, including compliance, performance frameworks, and relationship management with providers.
* Strong capability in strategic planning and business case development for major infrastructure or service investment.
* Proven ability to deliver organisational reform, navigate political and financial complexity and provide authoritative advice on high‐risk matters.
* Highly developed communication, negotiation and stakeholder engagement skills, including experience working with Treasury, regulators and industry partners.
* Demonstrated ability to manage competing priorities, adapt to system disruptions and lead major organisational programmes with risk‐aware, forward‐looking decision‐making.

We manage inmates in custody and supervise offenders in the community, working closely with courts, releasing authorities and partner agencies to support rehabilitation, reintegration and community safety.
