This position is critical to delivering Council’s corporate strategic planning and reporting
function. This position works across the organization to develop and prepare Integrated
Planning and Reporting (IP&R;) documents and reports in accordance with the Local
Government Act. This position is responsible for educating, engaging with and influencing
service managers and other key staff to understand and complete service business planning
and reviews, performance measurement, and strategic planning activities. This position also
undertakes external engagement activities with the community.
The focus of the position varies between planning, reporting and strategy, dependent on the
allocation of work by the Manager Strategy & Performance and the Program Leader Corporate
Strategic Planning & Reporting

**Key Internal Relationships**:The position works closely with the Strategic Resource
Allocation Service to ensure alignment of service
planning with our resourcing strategy. The position also
works across the organisation, liaising with service
manages and key business planning staff within all
Directorates and Services.
**Key External Relationships**:The position engages with external stakeholders and
consultants such as government and non-government
agencies operating in the Blue Mountains, adjoining
councils, local organisations and the community.
**SPECIFIC RESPONSIBILITIES**
**The key responsibilities** for this position include:
1. Lead the service business planning process (including community engagement) with
Managers and their senior staff and determine acceptable and affordable levels of service.
2. Effectively manage relationships across the organisation to promote our ‘strategy-led,
service focused’ approach to corporate and service business planning.
3. Develop, review and update business plans for all Council services, ensuring alignment of
strategies with financial, asset and workforce planning and the objectives of the
Community Strategic Plan.
4. Lead service reviews with Managers and their senior staff across Council to ensure best
value service provision to the community and develop recommendations to guide future
service provision.
5. Maintain the Service Management Framework, including identifying and implementing
improvements arising from service business planning and service reviews.
6. Undertake strategic analysis, research, and documentation preparation, to ensure
- effectiveness of the following Integrated Planning and Reporting (IP&R;) strategies and
- plans:
- the 10-year Community Strategic Plan
- the 10-year Resourcing Strategy
- the four-year Delivery Program
- the annual Operational Plan.
- 7. Develop and undertake IP&R; engagement and consultation activities with key internal and
- external stakeholders. Project manage key community engagement initiatives, including
- but not limited to:
- Facilitating stakeholder workshops and planning sessions to inform the development
- and implementation of service business plans, service reviews and corporate strategy- Preparing and (where relevant) implementing the legislatively required Community
- Engagement Strategy- Project managing Council’s biennial Community Survey assessing resident perception
of Council service delivery.
- 8. Develop and provide content data for the following IP&R; reporting requirements including
- but not limited to:
- Quarterly and six-monthly reporting to the Council
- The Council’s Annual Report
- Four-yearly State of our City reporting
9. Manage key data platforms that inform community and corporate planning, including the
Sustainable Blue Mountains trend database.
10. Maintain Council’s strategic planning, corporate business planning, reporting and
performance measurement systems and processes, including Council’s Performance
Measurement Framework.
11. Contribute to other Strategy and Corporate Services projects and work initiatives as
directed that are within the scope of the position.
