Primary objective
Assist the Executive Director in leading the delivery of the electricity market reform program, focusing on the detailed work program of
legislation to support the Territory Electricity Market design.
Context statement
The NT Government is implementing electricity market reforms that support the lowest cost of electricity balanced against electricity
system security and reliability. The Project Team supports the Taskforce and Government in delivering its reform objectives, which
includes this Senior Director role.
Key duties and responsibilities
1. Develop, lead and supervise the delivery of the legislation program that underpins the design of the current electricity market
arrangements, including managing a delivery team of technical drafters and legal reviewers.
2. Develop and implement legislation commencement plans and work closely with key stakeholders to enable reform implementation
without losing business and operational continuity.
3. Lead specific work-packages of the market reform program under the oversight of the Executive Director and provide support and
advice across all work-packages as required.
4. Lead and/or support stakeholder consultation on electricity market reform initiatives to accurately capture feedback and develop
recommendations to inform Government decision-making.
5. Prepare executive level written policy advice including briefings, reports, discussion papers, Cabinet submissions, and Ministerial
correspondence.
6. Establish and maintain strong working relationships and collaborative partnerships with a wide range of public and private sector
stakeholders.
Selection criteria
Essential
1. Extensive experience in leading complex policy/regulatory projects and legislative reform in policy, strategy, change management or
other comparable contexts.
2. Highly developed analytical and critical thinking skills, with an ability to independently research and develop comprehensive, high-
quality advice that supports decision-making on complex issues.
3. High level policy/ economics skills, with demonstrated experience in applying economic concepts to the design and development of
policy, strategy or projects.
4. Exceptional written and oral communication, interpersonal, and stakeholder engagement skills, including the ability to communicate
with influence across varied audiences.
5. Highly developed leadership and coordination skills, with proven ability to work productively and meet deadlines in a high demand
environment with competing priorities.
6. Proven ability to effectively represent the Department’s interests to both the public and private sectors.
Desirable
1. Tertiary qualifications in economics, business, public policy or other relevant disciplines.
2. Experience in electricity markets in a regulatory, technical, commercial or governance capacity.
