Assurance and Risk Advisor * Salary: $113,022 - $136,747 (plus superannuation) * Fixed-term position until 16 March 2027 * Usual hours of work: Full time (flexibility may be available) * Usual work location: 121 Exhibition Street, Melbourne VIC 3000 (flexibility may be available) The Position We are looking for an Assurance and Risk Advisor to provides operational support in the implementation of the assurance program of work across the department. The role will support the development of assurance frameworks including risk management policy and processes. The position will identify and lead improvement activities in the assurance program of work and any related risk activities in collaboration with key corporate functions and groups. The role will support the increase in assurance capability across the department's portfolios. In addition, this position provides support as part of a team that oversee whole of department systems for assurance and risk management planning activities. The position requires high level operational skills in a technical environment - coordinating focused activity to maintain momentum of operations. The position liaises and coordinates across the department and provides expertise and strategic advice to inform ongoing policy implementation. The successful applicant will work effectively as a member of a small team, enjoy flexible working arrangements and undertake a wide variety of work across the team. Main accountabilities: * Assist in the development, implementation, and maintenance of the organisation's risk management framework/model, ensuring alignment with regulatory requirements and best practices. * Assist or lead in the development, implementation and maintenance of key risk projects which focus on supporting internal operations (software upgrades) or key State or National initiatives. * Plan and conduct internal assurance reviews to monitor compliance with policies, procedures, and risk controls while supporting stakeholder and providing recommendations to improve the effectiveness of risk controls and assurance processes. * Develop and update risk-related policies, procedures, and guidelines to ensure they reflect current standards and organisational needs. * Lead the continuous improvement of the assurance and risk management framework, policies and procedures. * Lead in the development of effective working relationships and facilitate the flow of information across the department and with key stakeholders. * Design, develop, support and deliver a consolidated risk strategy, risk framework and assurance measures across the department. The Team The position of Assurance and Risk Advisor forms part of the Strategy, Performance and Governance Branch, which sits within Corporate Services Group. The Corporate Services group consists of specialist functions including finance, investment and procurement, performance and governance, legal and legislation, people and culture, information technology and workplace services and emergency management. These functions enable the department to operate efficiently and effectively and support the Secretary and Ministers to meet legislative obligations and responsibilities whilst actively supporting the department's portfolio groups and Ministers to create the conditions for growing Victoria's prosperity, building the productive capacity of our economy, and increasing participation. About You To be successful in this role, you will have the following main skills and experience: * Technical expertise: Demonstrated experience working in areas of Risk management, Auditing, Compliance or Quality Assurance. * Systems thinking: Diagnoses trends, obstacles and opportunities in the internal and external environment that connect to own work and teamwork; coaches others in using systems thinking to solve problems and create solutions. * Problem solving: Sets clearly defined objectives and priorities and operates accordingly, reviewing and adjusting as required; identifies processes, tasks and resources required to achieve a goal; establishes systems and procedures to guide work and track progress; recognises actual and potential barriers and finds effective ways to deal with them. * Stakeholder engagement: Identifies and responds to stakeholders' underlying needs; Uses understanding of the stakeholder's organisational context to ensure outcomes are achieved. * Written communication: Prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used. * People management: Aligns team with the organisational values and goals through effective people management and modelling; maximises effectiveness by selecting, developing, managing and motivating a high performing team, clearly defines role expectations, monitors performance, provides timely and constructive feedback and facilitates employee development; ensures staff are effectively deployed through effective workforce planning practices.
