OnTalent is pleased to partner with WorkCover Queensland to identify and appoint a strategic, hands‑on Head of Investment Governance to join the Senior Leadership Team and report directly to the CFO. In this role you’ll lead the governance and oversight of a multi‑asset investment portfolio (currently $7B+), ensuring the right capital, controls and insights are in place to deliver the strategy and long‑term sustainability. This is a rare chance to shape how a leading Australian insurer stewards capital for the benefit of workers, employers and the Queensland community.
As Head of Investment Governance, you will lead the design, implementation and continuous enhancement of a best‑practice governance framework that is prudent, compliant, and effective. With whole‑of‑portfolio oversight, you will guide investment beliefs, risk budgets and asset allocation settings, monitor valuation, attribution, exposures and risk. The Head of Investment Governance will serve as Secretariat to the Investment Committee; craft high‑quality papers and enable confident Board, ELT and Ministerial decisions.
A key focus will be to embed robust risk management covering stress testing, scenario analysis, liquidity (incl. derivatives/illiquid assets) and valuation controls as well as setting expectations for external managers and the asset consultant; challenge performance and alignment to objectives and IMAs.
Other requirements will include:
* Provision of clear, actionable analysis on performance, risk and resilience to senior stakeholders and regulators.
* Delivery of a 5‑year strategy for investment governance, policy and framework enhancements that supports transformation and BAU.
* Shape the right insource/outsource model for investment governance to meet capability and cost objectives.
* Build trusted partnerships and negotiate transparent, commercial arrangements within Procurement frameworks.
* Own budget performance for the function and execute risk activities within enterprise frameworks.
* Represent the CFO and WorkCover at internal forums and industry events.
You bring:
* Deep experience building and enhancing investment governance in an asset owner environment (superannuation, insurance, sovereign wealth or similar).
* Strong portfolio construction capability across multi‑asset settings, risk budgeting and asset allocation.
* Advanced risk management skills, including stress testing, liquidity, and scenario analysis.
* Proficiency in performance analytics & attribution and interpreting reports from custodians, managers and risk systems.
* Robust valuation oversight and controls.
* Proven external manager/consultant oversight with the confidence to challenge.
* Excellent Board and Committee engagement, you translate complexity into clear decisions.
As a leader you have a track record of building capability, mentoring teams and fostering high performance with the strategic foresight to anticipate trends, risks and opportunities and convert them into action. You will be tertiary qualification in finance, economics, business or a related discipline and postgraduate credentials will be highly regarded.
