This role provides opportunities to lead a large (450+) operational team, whilst also engaging across complex HR decision making, Union engagement and industrial relations work, WHS management, policy development and project leadership.
The School Cleaning Service (SCS) employs more than 450 cleaning staff and 16 administrative staff tasked with the delivery of high-quality cleaning services across more than 103 sites managed by the ACT Education Directorate. Cleaning services are delivered seven days per week between the hours of 5am to 11pm.
Services are delivered by a valued, diverse and skilled workforce responsible for ensuring schools are modern, well maintained and presented in a manner that demonstrates a professional and safe learning environment for students, staff and visitors.
The Senior Director, School Cleaning Service (SCS) reports to the Executive Branch Manager, School Facilities Management (EBM SFM). The role actively engages with and manages the implementation and delivery of cleaning services to schools and supports the Directorate strategies under the Directorate’s Strategic Plan.
The Senior Director provides effective leadership and development of the SCS to continually improve performance and develop a strong customer service culture. The occupant of this position will provide effective leadership in work health and safety, rostering, resource allocation and operational service delivery.
The successful applicant will also demonstrate a strong record of leadership in implementing key projects with skills in strategic planning, building and maintaining key relationships and in delivery of business improvement initiatives in an operational environment.
The position works closely with ACT Government schools, other corporate areas and has significant contact with the Ministerial Office, executives from other agencies, and the business unit heads across the Education Directorate.
The primary responsibilities of the Senior Director, School Cleaning Service are to:
* Provide expert advice and support to the Director-General, the Deputy Directors-General, and other senior executives on school cleaning requirements and implement strategies and systems to assist in the delivery of objectives and ensuring Directorate compliance with legislative and statutory obligations.
* Lead the School Cleaning Service team to deliver a broad range of services including cleaning (including specialised cleaning services), procurement, budget management, audit, risk management and business continuity planning, quality assurance, records management, the development and implementation of standard operating procedures, coordination and resource allocation and reporting.
* Facilitate the development and implementation of the School Cleaning Service strategic directions through the strategic governance framework.
* Work closely and effectively with stakeholders across government and within the community to provide advice and support that ensures the sustainability and effective operations of the School Cleaning Service, including but not limited to relevant unions, schools and other Directorates.
* Provide high level leadership and strategic direction to continually improve performance and develop a strong customer service culture.
* Work closely with the Directorate Executive to deliver service in support of Directorate strategic priorities, and to implement business improvements as part of the Strategic Plan and Future of Education initiative.
* Represent the Directorate in key whole of government programs, initiatives, and activities.
* Lead the project management of insourcing cleaning across other ACT Government sites, including engagement with other Directorates
