About the Role

The Chief of Joint Capabilities 03 Product Delivery schedule supports the Tactical Data Link Bureau in delivering TDL functionality across the Joint Force. The Bureau ensures that platform functionality is implemented correctly so integration and interoperability with allies and coalition partners is optimised.

The Bureau delivers specialist engineering advice, subject matter expertise, interoperability assurance, test and evaluation, and laboratory and infrastructure support at Fyshwick.

Duties and Tasks

• Provide procurement and contract management support to JC2SPO

• Manage ASDEFCON contracts for support services, supplies and software

• Process contract changes and review contract deliverables

• Manage contractor performance and lead negotiations with prime contractors

• Develop s23 approvals and contract management plans

• Lead complex procurement activities and develop request documents

• Prepare ASDEFCON based contracts, procurement strategies and endorsements to proceed

• Prepare tender evaluation plans, evaluation reports and liability risk assessments

• Manage the procurement schedule with the Head or Lead Scheduler

• Develop APS commercial staff

• Coordinate project representation at key contract meetings

• Identify and manage commercial risks

• Prepare internal briefs, approval submissions and reports

• Participate in contract workshops and forums

• Assure compliance with contract requirements and Defence procurement policy

• Provide accurate commercial advice to delegates and stakeholders

• Deliver ad hoc commercial support when required

Relevant Skills and Experience

• Strong experience in materiel procurement and contract management

• Experience identifying and managing commercial risks

• Strong understanding of probity requirements for Commonwealth procurement

• Strong written and verbal communication skills

• Experience managing stakeholder relationships

• Extensive knowledge of Commonwealth procurement regulations and policies including the PGPA Act, procurement connected policies and Commonwealth Procurement Rules

• Ability to work in a team and independently

• Ability to work to tight deadlines

• Experience with ASDEFCON contracting templates or equivalent complex documentation

• Degree or formal procurement contracting qualifications
