About The Division The Chief Information Officer Division (CIO Division) is an exciting, fast-paced division that drives the digital agenda for the Department of Industry, Science and Resources. Leading the delivery of the department’s digital offerings, the CIO Division partners with business areas and stakeholders to: Realise the digital policy objectives of the department Define the department’s digital landscape Co-design digital experiences making it simpler to innovate, collaborate and communicate Drive the innovation and transformation of IT services Protect the department from cyber threats Provide a strong technology foundation for staff Within the division, the Digital Strategy & Cyber Security Branch leads the division’s strategic direction and serves as the primary engagement point for ICT initiatives. It provides foundational capabilities including strategy, investment planning, cyber security, data governance, and information management, enabling and aligning the work of other branches. About The Section This role is part of the ICT Business & Pipeline Management section, a dynamic group at the heart of the CIO Division’s digital transformation. We provide trusted oversight of critical governance and operational functions, ensuring compliance and driving continuous improvement to deliver efficient, resilient digital services. Our work shapes the future of ICT investment by leading forward planning, managing demand, and coordinating the pipeline of digital work. We also deliver centralised governance for contracts, procurement, and project oversight – creating a strong foundation for innovation and success. The opportunity We are seeking an Assistant Manager (EL1) to provide dedicated oversight of governance and operational processes, strengthen compliance, improve strategic planning, and reduce administrative burden on senior managers – enabling greater efficiency and resilience across the division. You will play a key role in running the business of ICT, including ICT demand and pipeline management, investment planning, and governance of project scoping, costings, and oversight of project budgets. This is a leadership/generalist role; no ICT technical experience is required. If you have relevant and/or transferable skills and experience, we’d love to hear from you. While financial management is centralised, experience in interpreting financial information and understanding the implications of funding decisions is highly desirable. To Be Successful In This Role, You Will Demonstrate Strategic thinking and problem-solving skills, with the ability to anticipate risks, identify opportunities, and implement practical solutions. Strong stakeholder engagement and communication skills, including the ability to build productive relationships and convey complex information clearly to diverse audiences. Expertise in governance, compliance, and operational management, with a sound understanding of PGPA Act obligations, procurement frameworks, and business management practices. Proven ability to lead and manage teams, fostering collaboration, professional development, and a culture of continuous improvement. Excellent organisational skills, including the capacity to manage competing priorities, deliver high-quality outputs, and meet deadlines in a dynamic environment. Commitment to integrity and APS Values, demonstrating professionalism, accountability, and respect in all aspects of your work. Desirable: Experience in financial management or interpreting financial data to support investment planning. What you will do As An Assistant Manager, You Will Operate under broad direction, exercising independence and judgment in managing complex governance and planning activities. Lead a multi-disciplinary team to deliver high-quality outcomes and foster a culture of collaboration and continuous improvement. Provide strategic oversight of governance and operational processes to ensure compliance and efficiency. Drive improvements in planning and reporting to support informed decision-making and alignment with divisional priorities. Apply knowledge of Australian Government frameworks, including PGPA Act obligations, procurement rules, and business management practices. Oversee development of project scoping, costings, and manage project budgets to support investment planning and delivery of ICT initiatives. Drive the establishment and implementation of ICT Demand and Pipeline processes, ensuring alignment with strategic objectives and resource capacity. Prepare and assure the quality of reports, briefings, and governance documentation for senior executives. Engage and collaborate with stakeholders across the division and broader agency to strengthen governance and operational resilience. Champion process improvements and best-practice governance to enhance efficiency and service delivery. Other duties as directed, aligned with divisional priorities and organisational objectives. Eligibility Relevant qualifications in business management, governance, public administration or a related field are highly regarded. To be eligible for employment in the APS and the department, candidates must be Australian Citizens. Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level. Notes A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
