Transgender Victoria is Victoria's leading body for transgender, gender diverse and non-binary (TGD) people. Role Purpose
The Deputy CEO & Director Community Programs is TGV's senior internal leader and executive lead for all community programs and support services.
This role provides strategic and operational leadership, and support for Team Leads, for:
* Our services at Affirmation Station (inc. shop and related supports).
* Volunteer coordination and engagement.
* Peer navigation and peer groups.
* Community Development Fund and grant-giving programs.
* Client risk and safeguarding across community programs.
* Employment uplift programs for TGD communities.
* Social programs, events and the annual community programs calendar.
* Affirmation Station mobile services into regional Victoria.
* Development of future programs and expansion delivery
The Deputy CEO & Director Community Programs acts as Deputy CEO, supporting overall organisational leadership and deputising for the CEO as required, while ensuring that all community programs are safe, trauma-informed, peer-led and aligned with TGV's values.
Because of the support and peer-led nature of this portfolio, lived experience as a trans or gender diverse person is essential for this role.
A core part of this position is leading, supporting and building the capacity of staff and volunteers so they can deliver high-quality programs with confidence and care. The role holds the line on practice, supervision and reflective learning, ensuring that the work of the team translates into tangible, positive impact for TGD communities.
The role also drives opportunities and growth so that TGV can increase its impact over time. This includes nurturing and strengthening existing partnerships, identifying and pursuing new funding pathways, and co-designing new program initiatives. Success in this role requires close coordination with the CEO and other key divisions within TGV to ensure the whole organisation is working in a connected, strategic way to deliver great outcomes for our communities.
Key Responsibilities
1. Executive Leadership & Deputy CEO Functions
* Act as second-in-charge to the CEO, providing executive leadership and contributing to whole-of-organisation decision-making.
* Deputise for the CEO as required, including internal leadership, stakeholder engagement and representation at key meetings or events.
* Contribute to organisational strategy, annual planning, risk oversight and reporting, including preparation of material for the Board.
* Lead cross-organisational initiatives that strengthen internal communication, culture, and alignment with TGV's purpose and values.
* Undertake other executive responsibilities as required to ensure effective organisational leadership and delivery of TGV's strategy.
2. Leadership of Community Programs & Affirmation Station
* Provide overall leadership for the community programs portfolio, including:
* Our services at Affirmation Station and related support activities.
* Support development of Volunteer pathways into programs and events.
* Peer navigation and peer support/social groups.
* Community Development Fund and grant-giving programs.
* Employment uplift programs and job-readiness initiatives for TGD communities.
* Social programs, community events and the annual community program calendar.
* Affirmation Station mobile service into regional Victoria.
* Ensure all programs are peer-led, strengths-based, trauma-informed and accessible for intersectional communities.
* Oversee program planning, budgets, workplans and reporting for the Community Programs division.
* Ensure programs meet contractual requirements and deliver meaningful outcomes for participants.
* Provide any additional program leadership required to ensure TGV's community programs remain safe, effective and community-led.
3. Workforce Leadership, Supervision & Wellbeing
* Provide line management to program leaders (Programs Manager(s), Peer Navigation Lead, Shop/Retail Manager, Administration Coordinator and other key roles).
* Establish and maintain supervision, reflective practice, debriefing and support structures appropriate for trauma-exposed and peer-led workforces.
* Support staff and volunteers to manage boundaries, disclosure, vicarious trauma and complex situations in line with TGV policies.
* Lead workforce planning for the division, including recruitment, role design and professional development, in collaboration with the CEO and Operations Manager.
* Foster a culture of care, accountability, collaboration and learning consistent with TGV's values and lived-experience leadership.
* Provide additional leadership and support to staff and volunteers as needed to maintain a healthy, sustainable and effective workforce.
4. Client Risk, Safeguarding & Quality
* Hold executive responsibility for client risk, safeguarding and safety across all community programs and services, including retail, peer groups and mobile programs.
* Ensure policies, procedures, crisis pathways and incident response frameworks are current, practical and well understood by staff and volunteers.
* Oversee incident management, documentation, debriefing and follow-up, ensuring a learning and improvement approach.
* Work closely with the Operations Manager on organisational risk, OHS and compliance, ensuring program practice and corporate systems are aligned.
* Lead ongoing quality improvement, including program reviews, feedback processes and participation in evaluations or audits.
* Address emerging risks proactively and escalate issues appropriately to protect community members, staff, volunteers and TGV's reputation.
5. Strategy, Partnerships & Integration
* Ensure the Community Programs division is aligned with TGV's strategic pillars, objectives and values.
* Oversee monitoring, evaluation and learning for community programs, feeding into organisational impact reporting.
* Build and maintain strategic relationships with community organisations, health services, local government, employers, training providers and other partners that strengthen TGV's programs and pathways.
* Provide program insights to support advocacy, communications, fundraising and grant applications.
* Champion collaboration with other trans-led and LGBTQIA+ organisations, ensuring TGV's programs complement the broader ecosystem.
* Support other strategic and partnership initiatives as needed to advance TGV's community impact.
Key Selection Criteria
Essential
1. Lived experience as a trans, non-binary or gender diverse person, with the ability to draw on this experience in a boundaried, reflective and safe way in leadership and program settings.
2. Extensive senior leadership experience in community, health, social services or related sectors, including responsibility for programs that support vulnerable or marginalised communities.
3. Strong understanding of trauma-informed, peer-led and community-led practice, including safeguarding, boundaries and risk in support and group-based work.
4. Proven ability to design, lead and improve complex program portfolios, including planning, budgeting, workforce leadership, funding compliance and reporting.
5. Demonstrated workforce leadership skills, including supervising managers or senior practitioners, building reflective practice, and supporting staff and volunteers in emotionally demanding roles.
6. High-level skills in risk management, incident response and program governance, with a track record of maintaining safe, high-quality services for clients and communities.
7. Excellent communication and relationship-building skills, with the ability to engage respectfully with a wide range of stakeholders, including TGD communities, partner organisations, funders and government.
8. Experience leading through growth and change, including improving systems and processes while maintaining stability for staff and participants.
9. Strong alignment with TGV's purpose, vision and values, and readiness to work within — and be accountable to — a trans-led, community-first organisation.
Desirable
1. Experience in LGBTQIA+ or specifically trans community organisations, or in services with a strong peer-led or lived-experience component.
2. Experience working with volunteers, advisory groups and community leaders in program design and delivery.
3. Experience contributing to organisational strategy, large projects or sector-level collaborations.
4. Understanding of the policy, funding and service landscape affecting TGD people in Australia.
