Primary objective
Provide expert leadership, advice and strategic direction to the Department of Agriculture and Fisheries (DAF) to ensure biosecurity
operational readiness for pest and disease eradication and response to natural disasters. Conduct biosecurity training, coordinate
exercises and manage the MAX (Maximum pest and disease) biosecurity system team. Coordinate DAF’s contribution to whole of
government emergency responses and participate in national biosecurity training forums.

Context statement
The Animal Welfare and Emergency Management branch are responsible for coordinating the Animal Welfare Functional Group
(AWFG) in the event of natural disasters. Working in the NT Emergency Operations Centre the AWFG coordinates the care of
animals in evacuated communities and responds to broader emergency animal welfare concerns. The branch supports DAF’s
organisational preparedness and response to emergency animal diseases and plant pests and diseases. DAF uses the Biosecurity
Incident Management System (BIMS) which is complimentary to the Australasian Interagency Incident Management System
(AIIMS). Maintenance of the MAX computer/database system capability is crucial to the establishment of a biosecurity emergency
operations centre.

Key duties and responsibilities
1. Provide support to the CEO, through the Director and Senior Executive Director for all matters relating to the Territory

Emergency Management Committee (TEMC).
2. Responsible for updating and maintaining all emergency plans for which the department has responsibility for under the

Territory Emergency Plan.
3. Prepare high level reports, briefings and correspondence including Ministerial, Cabinet and Legislative Assembly briefings.
4. Deliver biosecurity training for all BAW staff, department staff and stakeholders. Support and coordinate the National

Biosecurity Response Team and be a member of the Joint Deployment Committee for trained biosecurity staff.
5. Manage the MAX biosecurity system team and be responsible for the operational readiness and functionality of the system for

biosecurity emergency responses.
6. Responsible for updating and maintaining the Department’s Emergency Plans including cyclone, fire and flood plans.
7. Provide expert level of advice to departmental staff on emergency management issues including research farms and aquaculture

centre emergency management plans.

Selection criteria
Essential
1. Demonstrated skills, knowledge and experience in the application of AIIMS or BIMS.
2. Demonstrated ability and experience in emergency management or biosecurity response training.
3. Strong senior leadership experience and demonstrated proactive team management to deliver agency-wide emergency plans,

support for biosecurity and emergency preparedness and coordinated response and recovery activities.
4. Proven skills and ability to represent the agency as a liaison officer, functional group leader or at national meetings.
5. Proven experience operating successfully in high pressure situations; making sound operational decisions and achieving results

whilst maintaining a high level of professionalism, resilience and self-motivation.
6. Demonstrated effective written and oral skills including stakeholder communications and engagement skills.

Desirable
1. Tertiary or Certificate IV qualification in Training and Assessment, or Workplace training and Assessment.
2. Tertiary qualification in a discipline relevant to Emergency Management (EM) or significant previous experience.
3. Demonstrated experience in Northern Territory emergency responses, including biosecurity responses.

Further information
