Primary objective
Analyse current and emerging business issues and trends in the Department of Corrections (DoC) and provide high-level strategic financial
and business advice to support organisational strategic planning and financial operations.
Context statement
The Strategic Business and Operations team supports organisational strategic planning and financial operations with particular focus on
procurement and contract management and compliance, prisoner monies transaction management, supply chain operations and finance
systems education and support.
Key duties and responsibilities
1. Analyse current and emerging business issues and trends in DoC and provide expert financial operations advice to support improved
fiscal management.
2. Lead and manage operational teams across prisoner monies, contract and procurement management, supply chain and financial
systems support functions to develop and maintain efficient work practices and structures that enable timely and quality service
delivery.
1. Ensure successful financial and inventory management systems support to internal stakeholders that facilitates streamlined operational
processes, improved service efficiency, reduced duplication ensuring robust governance and compliance.
1. Lead specific complex projects with agency-wide implications that achieves efficiency, innovation and corporate compliance.
2. Produce high level briefings and correspondence including Ministerial briefs, Legislative Assembly briefs, Cabinet Submissions, and
subject matter expertise to support compilation of speech notes and presentation materials for DoC.
6. Develop and maintain strong working relationships and collaborative partnerships with internal and external stakeholders to achieve
improved financial management practices.
7. Partner with senior leaders in DoC to drive strategic and innovative thinking around operational drivers, influencing budget and
financial management, maximising opportunities for operational efficiency and effectiveness.
Selection criteria
Essential
1. Extensive understanding and knowledge of the agency's challenges and complexities to ensure the successful development and
implementation of business service improvement programs and initiatives specific to DoC.
2. Advanced knowledge, understanding and application of business and finance analytics and data interpretation methods to drive
business improvement and identify opportunities for innovation.
1. Current enterprise business finance systems experience combined with experience of interface, integration and functionality with
task/function specific tools or products.
4. High level judgement, conceptual and analytical ability including the ability to analyse data, policy and legislation to produce high
quality reports and briefings on financial operations across the Department of Corrections.
5. Experience in technology enabled task and process integration/automation to modernise transaction processing. .
6. Effective team leadership capabilities to influence change and embed continuous improvement.
7. High level self-management, motivation and organisational ability with the ability to manage competing priorities.
8. Proven performance providing high quality client services, developing productive and on-going working partnerships with a diverse
range of clients.
9. Well developed understanding of procurement, contract management, supply chain operations and financial systems.
Desirable
1. Tertiary qualifications in relevant disciplines, e.g. business, finance, leadership, procurement, contract management, etc.
