Position Overview
Reporting to the Chief Financial Officer, the primary outcome for this role is to aid managerial financial planning and decision-making ensuring sustainability of the Bureau and appropriate use of Commonwealth resources. This is achieved through analysis of key financial performance information, identifying and implementing current, medium- and long-term financial strategies.
A critical part of the role is developing a rapport with relevant Bureau staff to communicate financial information in plain English, providing advice and ensuring compliance with relevant government policies and accounting standards.
Development and maintenance of mutually beneficial relationships across the Bureau are essential to building trust and confidence in the occupant of this role. The occupant will bring confident communications skills, expertise in Commonwealth government financial frameworks, deep understanding of Commonwealth Government external budgets, internal budget management, forecasts, variance reporting, financial management as well as leadership to the finance team.
Leading and developing a high performing team is a rewarding component of this role. Experience in the establishment of functions and teams will be a benefit to this role as the Bureau looks to mature its finance function, systems and capability.
Role responsibilities
The Manager Management Accounting will exercise a significant degree of independence and will use a high-level of decision-making and judgement to deliver high quality financial services across the Bureau. Working effectively and leading a team the Manager is required to:
* Develop and sustain a high performing team of business partners and management accountants that deliver impact and value for the Bureau and providing fulfilling and meaningful work for the team.
* Foster teamwork, innovation and culture of excellence by working with coordinators and team leaders to drive continuous improvement and build a commitment to accountability and high-service performance.
* Develop and maintain key stakeholder relationships that are mutually beneficial, providing trusted strategic financial advice and information
* Implement and maintain continuous improvement of external and internal budget cycles and reporting including policy, process and review mechanisms aimed at ensuring financial sustainability of the Bureau.
* Manage agency-wide budgeting and resource allocation, ensuring financial decisions are aligned with organisational priorities.
* External budget management in compliance with Commonwealth Government requirements and timeframes
* Focus on forecasting for future financial sustainability and efficiency
* Advise on strategic planning and business planning
* Collect, analyse, monitor, interpret data and information, and make recommendations to ensure key financial outcomes and process improvements are achieved, providing reports that analyse trends and financial performance across business units
* Provide financial analysis and variance reporting that is meaningful and actionable on a monthly cycle whilst also providing longer term analysis as required
* Through business partners, support the Executive Management Team, Managers, Coordinators and Team Leaders for the development of their annual budget and resource allocation plan (in the agreed format).
* Have oversight of month end accounting including reconciliations and journals, ensuring compliance with and delivery of effective financial control, financial risks mitigation and budgeting
* Ensure transactions and processes comply with accounting standards and Commonwealth government financial frameworks
* Provide regular and ad hoc training on financial related activities including but not limited to financial management and relevant system training (e.g., budgeting module)
* Encourage and consider improvements to processes, tools and systems and take part in systems and process improvement initiatives
