Job Description The Chief Financial Officer (CFO) Division is seeking multiple Executive Level 2 Director positions for candidates with skills in business and data analysis, financial systems and/or accounting.

Business Activity Reporting and Analytics (BARA) The BARA team is a small data team in the CFO Division that performs several agency-wide and CFO specific functions.

Its core role is to identify transactional data for each of Services Australia (the agency)’s master programs. Transactional work is activity that requires staff effort to complete or is completed when a customer finalises work in self-managed channels. This work is measured as a time-driven activity-based costing model. The effort to complete this work is measured by the team and used to calculate total staff time spent on particular activities. This data provides the agency with information about productivity and staffing, helps support financial decisions made by the CFO Division, and provides a variety of channel insights as to what work is being completed and where.

Where this data is not available, the team provides a separate timing assessment service for bespoke projects conducted throughout the agency. Through these projects the team provides ad hoc analysis to the programs and program support to better understand their business and business processes.

The team is also responsible for the agency’s funding variations tracking the customer volumes and supports the CFO Division’s end of year financial reconciliations against the agency’s customer volumes. Additionally, the team sources data to help various Divisional needs and reporting frameworks.

Financial Systems and Operations Branch (FSOB) The Financial Systems and Operations (FSO) Branch sustains, enhances and upgrades the agency’s financial systems to support CFO Division in the provision of financial advice, contestability, control and assurance, and assists the agency in achieving its outcomes to Government. This includes providing strategic financial systems advice and requirements for customer payment and debt systems, key transformation programs and recent payments along with other payments made by the agency.

The Branch assists CFO Division with business process improvement, automation and standardisation of financial processes, and the consolidation of bespoke financial systems to the enterprise's financial systems, where appropriate. The Branch also ensures the integrity of financial data is well maintained, standardised, reconciled, and financial structures support reporting capabilities. This ensures the financial systems are fit for purpose to underpin the delivery of financial reporting, governance and compliance frameworks.

As an EL2 Director in these roles, you will possess a diverse skill set and can drive and inspire people and outcomes. Whether its guiding teams, driving performance or fostering collaboration, your leadership skills will be essential in shaping success. You will be responsible for leading a team who deliver a range of functions in which you will engage, influence, and collaborate with stakeholders at all levels. You will negotiate, contribute to and design requirements for projects across the agency for timing exercises, new payments and transformation programs to meet CFO Division requirements relating to administered and departmental programs, systems and processes. You will have strong leadership skills to support and develop the capability of leaders and staff to deliver digitally savvy, empathetic, and adaptable business processes, systems and projects.

A focus on future reform and adaptation to new work processes and a need to embrace change is essential. The agency operates in a dynamic environment, and the Director needs to be able to respond to new demands and adopt agile thinking to support arising divisional demands and needs. You will lead staff to be outcome-focused, exercising independent judgement to identify and drive innovation, and lead change.

You will have an active role in delivering the Services Australia Strategic Vision 2030, including contributing to and implementing the agency’s strategic direction to achieve business outcomes. Strong stakeholder engagement skills are critical to this role, and you will be required to establish strong, respectful, and collaborative relationships with internal and external stakeholders.
